Minutes - San Leandro City Council Meeting - April 6, 1992 Page - 29 - <br /> PUBLIC HEARINGS (continued) <br /> John Spanjersberg, 1301 E. Juana Avenue, said he has lived in San <br /> Leandro for 50 years. He said he knows the Robert's Landing site <br /> fairly well and has gone to several meetings. He said he has seen how <br /> the on-going meetings deplete developers' time and money. He said he <br /> thinks the environmentalists have been generously compensated. He said <br /> he has never seen an environmentalist who would be willing to tear down <br /> his own house so that his property could be returned to its natural <br /> state. <br /> Jeff Houston, 1465 Burkhart Avenue, said he felt he should be able to <br /> speak for more than three minutes and his rights would be violated if <br /> he could not. Mr. Houston addressed inadequacies in the EIR. He said <br /> page 21 of the Final Environmental Impact Report, the last sentence <br /> says the Planning Commission and City Council would have information <br /> prior to approval related to the final Cultural Resources Report. He <br /> said that report has not been completed and is not available. He <br /> questioned the Planning Commission and City Council 's ability to <br /> certify the EIR when they don't have all the necessary information. He <br /> said page 86 of the FEIR refers to attached drawings which were not in <br /> the EIR. He said page 3-2 of the Draft EIR says the site had been <br /> filled but does not adequately describe where debris came from and how <br /> long it had been there. He said the response did not make sense. Mr. <br /> Houston asked if he could have more than three minutes. The City <br /> Council indicated other speakers had been limited to three minutes, Mr. <br /> Houston already had four minutes, and would not be granted additional <br /> time. Mr. Houston said this was a violation of his rights. <br /> Council Member Perry asked regarding the status of the Cultural <br /> Resources Report. Mr. Emslie said the staff report clarified the EIR <br /> which said the Cultural Resources Report would be available. He said <br /> this was corrected. <br /> Ed Alvarez, Vice President of Citation Homes, expressed his <br /> appreciation to the Planning Commission and Planning staff. He said an <br /> enormous amount of effort has gone into this very complex project. He <br /> said staff has addressed each and every issue. He said this is the <br /> 11th Hearing on this matter. He said there have been answers to the <br /> issues. He said the quality of staff's work has been expressed in the <br /> Conditions of Approval . He said 11 public meetings have been provided <br /> to allow for public participation and what is involved is a very <br /> constructive, good project which he would be happy to see go forward. <br /> There being no further comments from the public, on motion of Council <br /> Member Polvorosa, seconded by Council Member Santos, and carried <br /> unanimously, the Public Hearing was closed. <br />
