Minutes - San Leandro City Council Meeting - April 20, 1992 Page - 14 - <br /> NEW BUSINESS (continued) <br /> The following Motion was then introduced: <br /> MINUTE ORDER NO. 92-33 (2164) <br /> MATTER OF CITY PARTICIPATION <br /> IN UNITED WAY <br /> On motion by Council Member Glaze, who moved its approval , seconded by Council <br /> Member Faria, and carried by the following called vote, the City Council directed <br /> staff to no longer participate in the United Way Fall Campaign but to provide <br /> donation cards for those employees who request them. <br /> AYES: Council Members Corbett, Faria, Glaze, Perry, Polvorosa; ( 5 ) <br /> NOES: Mayor Karp and Council Member Santos ( 2 ) <br /> ABSENT: None ( 0 ) <br /> Staff was directed to bring the matter of establishing a program for <br /> employees to donate through payroll deduction, etc. , to local San <br /> Leandro agencies to a future Work Session. <br /> F. Matter of Report of the City Council Mobile Home Committee. <br /> Council Member Glaze said he and Council Members Perry and Faria serve <br /> on the Mobile Home Committee. He said they met with staff and had <br /> three community meetings in the south and north parts of town and at <br /> City Hall . He said the thrust of the meetings was to obtain input from <br /> residents and park owners and to listen to problems and develop <br /> solutions. <br /> He said they looked at a number of different parks. He said there was <br /> a need for relief for residents that could not addressed through rent <br /> control . He said there are many people having a hard time paying rent. <br /> He said it became very clear that not all parks are the same and any <br /> ordinance needs to meet the needs of each specific park. He said one <br /> ordinance will not meet the needs of the entire City. <br /> He said the City needs to look into the vacancy de-control issue. He <br /> said at this point the Committee recommended a rent-control ordinance, <br /> but only after determination is made on a case-by-case analysis of each <br /> park as a result of petitions submitted by the residents. He said an <br /> independent mediator who determines if an ordinance is needed should <br /> look into the matter and then report back to the City Council to enact <br /> the ordinance. He said the ordinance should incorporate vacancy de- <br /> control with limits on what can be charged after a coach is sold. He <br /> said the Committee suggested that the City Attorney prepare the <br /> framework for such an ordinance and the City Manager prepare a full <br /> fiscal analysis and that this be discussed with the full City Council . <br />
