Minutes - San Leandro City Council Meeting - April 20, 1992 Page - 15 - <br /> NEW BUSINESS (continued) <br /> Council Member Perry said there are a number of ranges of rent and that <br /> rent control has costs associated with it. She said a buy-in program <br /> is needed from the residents, with 51% deciding if they want to apply <br /> to their park for rent control . She said vacancy de-control still <br /> applies in San Leandro because there was not a rent-control ordinance; <br /> therefore, there was no effect from Yee vs. Escondido. She said the <br /> needs of citizens on fixed incomes must be addressed, but this could <br /> perhaps be handled through housing assistance and utility assistance <br /> programs. <br /> Council Member Faria said there is obviously a social need to be <br /> addressed, which is not the responsibility of the owners or the <br /> tenants. He said the City should help low-income residents. He said <br /> the cost of administering rent control should not exceed the benefit <br /> which would be obtained. <br /> Council Member Glaze said there were no minutes of the meetings which <br /> had been held because there was no staff support. <br /> Mayor Karp suggested this matter be brought to Work Session. <br /> Council Member Perry said the Committee was requesting tonight that the <br /> City Attorney be directed to look at the suggested format and present <br /> a draft ordinance at a Work Session. <br /> Council Member Santos said the Committee did not address the turn-over <br /> problem and sub-leasing. He said he would hope the owners and <br /> residents could work out a program. He spoke regarding the Western <br /> Cable Service in Mission Bay, which provides a higher cost for much <br /> less service than provided by United Artists. He said mobile-home <br /> parks must be affordable. <br /> Council Member Corbett said the City Attorney should look at the <br /> ramifications of a park-by-park ordinance and asked if future tenants <br /> could be bound by current tenants and whether something other than a <br /> petition process was feasible. She also suggested that staff look at <br /> the matter of Cable TV vacancy de-control , low-income assistance, and <br /> sub-letting of units. <br />
