RESOLUTION NO. 92-121 (2318) <br /> RESOLUTION REPEALING CHAPTER 4, TITLE 5 OF THE <br /> SAN LEANDRO ADMINISTRATIVE CODE AND <br /> ADDING CHAPTER 4, TITLE 5 TO THE <br /> SAN LEANDRO ADMINISTRATIVE CODE <br /> RELATING TO DEVELOPMENT AGREEMENTS <br /> Introduced by Council Member Faria, who moved its adoption, seconded by Council <br /> Member Myers, and carried by the following called vote: <br /> AYES: Council Members Corbett, Faria, Kerr, Myers, Perry, Polvorosa; <br /> Mayor Karp ( 7 ) <br /> NOES: None ( 0 ) <br /> ABSENT: None ( 0 ) <br /> F. An Ordinance Amending Title II, Chapter 4, Article 2 of the San Leandro <br /> Municipal Code Relating to Utility User Taxes for Telephone Services - <br /> Urgency Ordinance to Take Effect Immediately. <br /> - Pass to Print and Adopt <br /> City Manager Mike Oliver said this matter is before the City Council <br /> because it implements part of the Alternate Financial Plan that the <br /> City Council adopted in March. He said the plan initially included a <br /> City-wide assessment district but the loss of the assessment district <br /> created the need to address a $1 .6 million shortfall . He said that <br /> shortfall has been addressed by reducing costs, increasing fees, <br /> reducing management staff, deferring salaries, etc. He said the <br /> deficit will also be addressed by increasing revenue in three areas: <br /> an annual review of City fees, exploring the number of new revenue <br /> sources which will be included in the budget and the proposed <br /> modifications to the Utility User Tax. He said this proposal will <br /> raise approximately $400,000 in revenue for a total of $721 ,000 in <br /> revenue. <br /> Mark Adcock, Assistant to the City Manager, said this is a component of <br /> the Alternate Financial Plan. He said a similar ordinance was enacted <br /> by the City of Oakland in June 1991 and Oakland has had no opposition. <br /> He said in San Leandro the Utility Tax is presently collected on local <br /> and intra-State phone calls. He said this ordinance extends the tax to <br /> inter-state and international calls, both for residences and <br /> businesses. He said AT&T estimates that it will generate revenue of <br /> $400,000. He said 65% of the long-distance service in San Leandro is <br /> provided by AT&T and there are also a number of other providers such as <br /> Sprint, etc. <br />
