Council Member Perry said several examples were given tonight of <br /> activities that involved young people of the community, such as the <br /> Cable TV for Excellence Award won by Mike Smith, Brighton Beach Memoirs <br /> put on by San Leandro High School , and the Farrelly Pond Fair. She <br /> suggested that, as part of the Cherry Festival , sheets of butcher paper <br /> be put out for young people to draw and write on and that these be <br /> displayed. She said this would be an excellent youth event. <br /> G. Council Member Perry said she attended the recent Track Meet. She said <br /> she volunteered 10 hours of her time as a timer so that the Recreation <br /> Department did not have to pay any staff. She said as part of the <br /> budget process we need to look at areas where we can use volunteers and <br /> to specify those areas and start getting commitments from homeowners' <br /> associations and service groups to work as volunteers as a cost-savings <br /> measure. <br /> H. Council Member Faria spoke regarding the Beatrice/Washington <br /> intersection. He asked for a report on exactly when construction would <br /> take place. He said there are constant traffic problems in the area <br /> seven days a week, and Cal -Trans said they would be starting the work <br /> in the spring and now say it will be in the summer. <br /> I . Mayor Karp spoke regarding the March for Cities in Washington, D.C. , on <br /> May 16. He said the purpose of the March was to tell the President and <br /> Congress that they cannot keep imposing mandates on local government <br /> and then taking away funding. He said the purpose was also to let <br /> Washington know money is needed for the cities. He said he had made <br /> the motion for the March in the fall long before there was a problem in <br /> L.A. , but at that time had noted there could be a problem in any city. <br /> He said, as the federal government keeps mandating more and cutting <br /> back on funds, cities need more and more to take care of their <br /> homeless, their hungry, and their children's education. He said he <br /> feels a message was sent to the President and to Congress. He said a <br /> request has been made for a peace dividend now that we are cutting back <br /> on the defense budget and rather than putting all of those cutbacks <br /> against the deficit, a portion of the funds should go to the cities. <br /> He said the cutbacks affect everyone, all levels of government, <br /> including state, county, and local . He said he thinks the March was <br /> effective. <br /> J. Mayor Karp said on Saturday he and Council Member Perry participated in <br /> the Beach Clean-Up. He said they also participated in the Track Meet. <br /> He said 275 young people participated in this Meet sponsored by the <br /> Optimists Club. He noted the participants were comprised of all races, <br /> colors, and creeds, and they all got along beautifully; but, he noted <br /> there was no press for an event that was successful in showing how <br /> people can get along in the community. <br />
