Matter of Adoption of a Negative Declaration and Adoption of the Final <br /> Draft of the City of San Leandro Source Reduction & Recycling Element <br /> and Household Hazardous Waste Element. Continued from the May 18, <br /> 1992, City Council Meeting. <br /> This being the time and place for the Public Hearing on the above <br /> matter, Bob Taylor, Public Works Services Director, said the Final <br /> Draft is the culmination of 2-1/2 years of work to develop the San <br /> Leandro Source Reduction & Recycling Element and Household Hazardous <br /> Waste Element (SRRE and HHWE) . He said the Integrated Waste Management <br /> Act became effective in January 1990, and prior to that time the City <br /> Council had appointed a Citizens' Advisory Committee which has been <br /> meeting on this matter. <br /> He said this is a very complicated process, and the Citizens' Advisory <br /> Committee had looked at it very carefully. He said the SRRE was <br /> developed after two Town Hall Meetings, numerous reviews by the <br /> citizens' advisory committee, and review by the Integrated Waste <br /> Management Board and the Alameda County Local Task Force. <br /> He said the SRRE accomplishes the 25% and 50% reductions required by AB <br /> 929. <br /> Council Member Corbett expressed concern about the MRF since the final <br /> status is unknown. Mr. Taylor explained the alternatives to the MRF. <br /> He said word was received that the in-vessel MRF would be counted. He <br /> said, if the MRF is not approved, there is a study being completed by <br /> Alameda County Waste Management, trying to find other jurisdictions <br /> that might have MRF's or composting in Alameda County. He said San <br /> Leandro is participating in the study and will continue to do so until <br /> there is an answer on the City's MRF. He said there are still about <br /> five years before the final decision must be made. He said a secondary <br /> fallback position is for the City to go into a yard waste collection <br /> program. He said the City already has an industrial/commercial program <br /> that is going very well , and he said the City is already at 22% <br /> reduction and will easily meet the 50% goal . <br /> Council Member Corbett noted the report says an additional 2.6% <br /> reduction is needed but indicates that only 1 .3% will be achieved <br /> through the industrial/commercial program and asked where the other <br /> 1 .3% would be achieved. Mr. Taylor said the figure in the report was <br /> provided by a consultant hired by Alameda County Waste Management. He <br /> said a small percentage was parceled out to each of the categories that <br />
