Minutes - San Leandro City Council Meeting - June 1, 1992 Page - 14 - <br /> PUBLIC HEARINGS (continued) <br /> the Integrated Waste Management Board had written into the program, but <br /> the City has probably already started reaching the additional <br /> percentage just with existing, in-house, City programs. <br /> Council Member Corbett asked about the status of the Procurement <br /> Policy. Mr. Taylor said it was approved by the Citizens' Advisory <br /> Committee at their last meeting and is being reviewed by the department <br /> heads. He said the policy was developed on a County-wide basis and, <br /> hopefully, all County agencies will adopt it. He said he hopes it will <br /> be to the City Council on June 15. <br /> Council Member Corbett asked if Zoning Code and Building Code revisions <br /> would make it easier for source reduction and recycling facilities to <br /> locate in San Leandro. Mr. Taylor said not much had been done yet. He <br /> said after discussion, and given the way the City is currently moving <br /> to meet requirements, there does not seem to be a lot of need to do <br /> more. He said several recycling groups have come to San Leandro, <br /> looked at sites, and found there are no problems with locating in San <br /> Leandro. <br /> Council Member Corbett asked what the status was of the educational <br /> events the report said would take place at the end of 1991 . Judy <br /> Leiberman, the City's Recycling Coordinator, said, once the document is <br /> approved, work will start on the programs. She said to date high <br /> school students have put together a recycling skit that was performed <br /> at the Library's Summer Reading Program. She said the dates related to <br /> educational events keep getting moved forward pending approval of the <br /> document, and some of the programs will be done in conjunction with the <br /> Alameda County Waste Management Authority. <br /> Council Member Kerr asked if the City is receiving credit for any of <br /> the wood waste that goes to Hayward. He also asked what happens with <br /> inerts and plastics. Ms. Leiberman said AB 939 states that any <br /> material used for producing energy only counts toward 50% and only up <br /> to 10%. She said the City is getting credit for inerts, although there <br /> is legislation in Sacramento to remove credit for inerts. With regard <br /> to hospital plastic waste, she said Gericycle, which will be recycling <br /> this material , is not up and running yet. <br /> Council Member Kerr noted the figures in the SRRE are 1990 figures, and <br /> he said he would not be surprised if the City is already exceeding the <br /> 25%. <br />
