Minutes - San Leandro City Council Meeting - June 15, 1992 Page - 14 - <br /> NEW BUSINESS (continued) <br /> City Council that this is a project that want to study. <br /> Council Member Corbett said the PMOU states the School District is <br /> responsible for obtaining a consultant to determine land values. Mr. <br /> Meyers said this would be for the School District's holdings, and the <br /> City would do the same for its property. He said the City would be <br /> responsible for obtaining appraisals on the Peralta Area property. <br /> In response to questions from the City Council , Steve Emslie, Planning <br /> Manager, said the Planning Commission would hear this matter at its <br /> first meeting in August, which would allow sufficient time for the EIR <br /> contractor to proceed with the Initial Study and for the Planning <br /> Commission to review and analyze the study, traffic impacts, land use <br /> changes, etc. by the end of August, for referral to the City Council by <br /> the first or second meeting in September. <br /> Council Member Perry said all the issues need to be flushed out and a <br /> hearing should not be scheduled too soon. Mr. Oliver said there is a <br /> relatively tight timetable on this project and it would come before the <br /> City-School Liaison Committee and the Recreation and Parks Commission <br /> in the relatively near future. He anticipated much of the review would <br /> be started as early as July. <br /> Council Member Kerr asked what the financial impact the agreement would <br /> have on the City. Mr. Oliver said staff routinely works with <br /> developers who are contemplating a project and this would be no <br /> different. He said when it became evident there was a serious <br /> possibility for an application to be filed, an account would be set up <br /> and the appropriate fees charged. Mr. Oliver explained that, at any <br /> time, any one of the three parties could withdraw from the agreement <br /> and the project would be terminated. <br /> Mayor Karp said many groups would wish to have input into this project, <br /> from baseball leagues to tennis players to football leagues. He said <br /> this matter would be reviewed by the Recreation and Parks Commission <br /> and by the City-School District Liaison Committee. He said City funds <br /> would not be used on the project. He said the time limit is important <br /> because the sound wall construction has been postponed until September, <br /> pending a decision on this project. <br /> Mayor Karp noted that he signs the PMOU for the City but there is no <br /> designation for the School District. Mr. Meyers said it is intended to <br /> be signed by the President of the School Board and it would be amended. <br />
