Minutes - San Leandro City Council Meeting - July 6, 1992 Page - 24 - <br /> PUBLIC HEARINGS (continued) <br /> Kay Bender, 261 Begier Avenue, said he was not in favor of the <br /> development because of its size. He said if it were one floor less, it <br /> might fit into the neighborhood. He said it is a beautiful project, but <br /> in the wrong location. <br /> Scott Sommerfeld, 273 Marlow Drive, Oakland, said the development would <br /> be an asset to the neighborhood and set a high standard of quality for <br /> the North Area. He said denial after the developer has made every <br /> effort to comply with the North Area guidelines will send a negative <br /> message. He said the proposal complements the small businesses by <br /> providing pedestrian customers. He said an infill project is reasonable <br /> and appropriate. He asked why have a Specific Plan if it is not going <br /> to be followed and said the Specific Plan was developed with a lot of <br /> public participation. He requested approval of the project. <br /> Chris Dundon, 716 Elsie Avenue, said everyone who goes to the shops, <br /> such as Sabino's, drives there. He said a mixture of people and shops <br /> makes a dynamic neighborhood. He said if the vacancy rate is such that <br /> these units will be sold, it is a good idea. He said perhaps they could <br /> drop the front of the building to two stories . He said renters are not <br /> necessarily bad. <br /> Bill Godfrey, 706 Estudillo Avenue, said he did not move to San Leandro <br /> for something of this size. He said it is an overpowering structure <br /> like the complex on Davis and is not consistent with the North Area <br /> vision. He fears increased traffic and parking problems. He said the <br /> area is going through a change and this will surround it with high <br /> density and corrode the quality of life and drive residents out of the <br /> city. <br /> Barbara Mondello, 2034 Evergreen, read letters in favor of the proposal <br /> from the general manager of Taco Bell and from Eloise Hawkins, 725 <br /> MacArthur Boulevard. She said she is also in favor of the project. She <br /> thinks it will add to the city, benefit the residents, and provide an <br /> opportunity to build some luxury condominiums. <br /> Susan Hink, 880 Rodney, said the people who move in may have many cars, <br /> boats, and vans, and there won't be enough parking no matter what they <br /> do. <br /> There being no further comments from the public, on motion of Council <br /> Member Polvorosa, seconded by Council Member Perry, and carried <br /> unanimously, the Public Hearing was closed. <br /> Council Member Faria said the Zoning Code would require 74-1/4 parking <br /> spaces. He said he was concerned about parking ratios and asked if <br /> there were some way to provide the required number of parking spaces. <br /> Norm Weisbrod said the number of units could be decreased, which would <br /> reduce the number of spaces required. <br />
