He <br /> said it is a good idea to have some sort of a partnership. <br /> Ms. Pandle said the County's Land Use and Design Guidelines for the <br /> area are very urban, street-front development, higher intensity uses <br /> that are intended to complement Bayfair, such as restaurant-type uses <br /> and small -scale commercial . <br /> Al Rosenga, 534 Parrott Street, asked if the ordinance approving the <br /> Development Agreement passed on to successors to Westland Corporation. <br /> Staff responded that it does. <br /> Mayor Karp invited John Endicott to make closing remarks for Westland <br /> Corporation. <br /> Mr. Endicott said the site plan is illustrative only. He said it is <br /> important for stores such as Macy's to be seen from the street. He <br /> said Westland would be willing to consider design ideas recommended by <br /> the County and have not excluded any possibilities. He said the <br /> expansion will add value to any other development in the area. <br /> Council Member Kerr asked if the parking buildings on East 14th Street <br /> can be relocated to be more attractive from the front. <br /> Mr. Endicott said from East 14th Street you would see a one-level <br /> garage and it would grade up, and would leave the department store <br /> exposed and visible from the street. He further said the Development <br /> Agreement does contain specific design criteria, and if the City is not <br /> happy with the design, there is an administrative process. He said <br /> employee parking regulations are included in their leases, and are <br /> primarily enforced at peak times of the year. If said if a business <br /> does not comply they are fined. He said transportation management is <br /> something that may have to be done by larger employers such as Macy's <br /> and Ward's. <br /> Mayor Karp said an area resident complained employees are noisy when <br /> they leave at 10:00 p.m. and asked if -it is 'possible to have the <br /> employee parking in a location so that it would not create a problem <br /> for the neighborhood. Mr. Endicott said he will be happy to work with <br /> the City on any concerns. <br /> There being no further comments from the public, on motion of Council <br /> Member Kerr, seconded by Council Member Myers, and carried unanimously, <br /> the Public Hearing was closed. <br /> • <br />
