Minutes - San Leandro City Council Meeting - July 20, 1992 Page - 15 - <br /> PUBLIC HEARINGS (continued) <br /> Council Member Kerr said he hopes staff and the Council will work with <br /> the Committee in developing the area. He said he would like to see an <br /> auto mall or auto row. <br /> Mayor Karp said he wants to work with Ashland and the community to <br /> create a win-win for both sides. <br /> Sarah Pandle, Senior Planner with Alameda County Planning, said she has <br /> been working with the community task force that is devising the <br /> Specific Plan for Ashland and the East 14th Street business corridors. <br /> She displayed a map that shows the study area, extending from the <br /> Bayfair District to East Lewelling Boulevard, down Mission Boulevard to <br /> the City of Hayward city limits, and along East Lewelling Boulevard. <br /> She said it is a very ambitious project, unlike anything the County has <br /> ever done before. <br /> Mike Oliver said the City does have an approved Capital Improvement <br /> Program that includes the installation of street trees beginning at <br /> Bayfair Drive and going north`on both sides of the street. He said we <br /> will be working with the County staff to get the project under way in <br /> the near future. <br /> Ms. Pandle said the County will also have a streetscape project that is <br /> a part of their Specific Plan and will also be looking for community <br /> block grant monies for face lifts to the businesses. <br /> Mayor Karp said East 14th Street will be resurfaced from downtown to <br /> Bayfair. <br /> Ms. Pandle said they are also meeting with Caltrans for their <br /> resurfacing plans for the County area. <br /> She said the County responded to the EIR and most of their concerns are <br /> site development design issues such as the orientation of the parking <br /> structures and the expansion to East 14th 'Street• frontage and how it <br /> presents a back door appearance to' the Mall . She 'said the Development <br /> Agreement is very open ended, and although it -lends itself to a <br /> streamlined process, it lacks strict design guidelines. <br /> She displayed an alternate Site Plan showing how the street frontage in <br /> this area might be addressed. ; She said the plan proposes a commercial <br /> front to the parking lot, because merely landscaping the area does not <br /> provide a strong enough connection. She said the County is asking the <br /> Council to consider setting some type of design criteria that would <br /> allow for their recommended type of development. She said the other <br /> alternative would be to require a Site Development-type of application <br /> which would allow the community to comment on a building such as this <br /> size. She said the,County requests that the City strengthen the design <br /> guidelines and consider and work 'with the County on addressing East <br /> 14th Street. <br />
