Matter of- Certification of the Final EIR on Bayfair Mall Expansion, a <br /> Development Agreement Allowing Expansion of the Bayfair Mall , Adoption <br /> of a New Zoning Designation Known as the C-RM (Commercial -Regional <br /> Mall ) District, and Rezoning the Bayfair Mall Shopping Center to the C- <br /> RM (Commercial -Regional Mall ) District, Including the Area Bounded by <br /> East 14th Street on the North, an Alameda County Flood Control Channel <br /> and Coelho Drive on the East, the Bayfair BART Station and BART/UPRR <br /> Rail Line on the South, and Hesperian ' Boulevard, •Bayfair Drive, and <br /> Fairmont Drive on the West (APN 77D-1490-16-1 and 80C-31, 32, 33 and <br /> 5) ; Property Owner/Applicant: Westfield; Existing Zoning: C-2 (Light <br /> Commercial ) District. <br /> This being the time and place for the Public Hearing on the above <br /> matter, Norm Weisbrod, Associate Planner, said the item before the <br /> Council is a Development Agreement Between City of San Leandro and <br /> Westland Corporation. He said development agreements are set forth in <br /> the State Planning, Zoning and Development Law. He said the agreement <br /> would have a life of 20 years and the project must be reviewed annually <br /> by the City for conformance with the development agreement. <br /> He said Bayfair Shopping Center currently has a leasable floor area of <br /> approximately 700,000 square feet, and under the Development Agreement, <br />
