He said, under the <br /> Development Agreement, a third and fourth department store could be <br /> added to the property; Macy's would be expanded; the Mall area would be <br /> expanded by as many as 100 shops or shop areas; and multi -story parking <br /> structures would be added. He said a free standing building near <br /> Montgomery Wards and a restaurant at the corner of Fairmont Drive and <br /> E. 14th Street would also be added. <br /> Mr. Weisbrod said a focused EIR was prepared to address the <br /> environmental impacts of the project, and the City Council has received <br /> the Final EIR. He said as part of the Development Agreement, a C-RM, <br /> Commercial Regional Mall , zoning district would be applied to the <br /> shopping center site. He said the site is now zoned C-2, Light <br /> Commercial , and the C-RM zoning designation would be commensurate with <br /> the Development Agreement, and would be established in the existing <br /> Zoning Code, and also in the new Zoning Code when it takes effect early <br /> next year. <br /> Mr. Weisbrod said the Development Agreement includes criteria for the <br /> design of new buildings as they are added to the site, including <br /> signage, landscaping of the property, and visual impact from <br /> surrounding properties, including the large space to the south of the <br /> shopping center. <br /> Mr. Weisbrod said that, during the first Planning Commission Hearing on <br /> this item, a question was asked about the comparison of Bayfair Mall to <br /> Southland Mall in Hayward. He said the Southland Shopping Center site <br /> is 119 acres and the current building area is approximately 1 , 186,000 <br /> square feet, so the building area is just a little under what the <br /> leasable floor area would be under this Development Agreement. <br /> He said the Planning Commission was also concerned regarding security <br /> • • at the Bayfair 'Shopping Center. He said Bayfair has their own security • <br /> force, with security personnel who are presently patrolling the <br /> parking-lot area during daylight hours, and some of the stores also <br /> have their own security on the site in the stores. He said Police <br /> Chief Bob Maginnis had made a presentation to the Planning Commission <br /> on security and the San Leandro Police work very closely with the <br /> security people at Bayfair and are almost in daily contact with them. <br /> Mr. Weisbrod said that the Planning Commission recommended that the <br /> City Council adopt the Development Agreement; certify the Final EIR, <br /> which is necessary in order to adopt the Development Agreement; create <br /> the C-RM zoning district; and rezone the Bayfair Mall property to the <br /> Commercial Regional Mall district. <br />
