She said the Codes, as prepared by the State, permit <br /> the use of plastic pipe for drain waste and vent, and staff is <br /> recommending that the City Council permit the use of plastic pipe. <br /> Council Member Faria asked questions regarding the requirements for <br /> smoke detectors and for battery back-up. He said he felt this was a <br /> major change. Ms. Catalano said these types of smoke detectors are <br /> readily available on the market. <br /> Council Member Kerr said the State deadline was August 15 and noted the <br /> City has exceeded the deadline. Ms. Catalano said the State was slow <br /> in getting the material to the cities, and staff felt it was better to <br /> do a thorough review of all the Codes than to try to strictly meet the <br /> deadline. <br /> Council Member Kerr noted the references to the Uniform Housing Code <br /> said 1988 and should say 1991 . Staff indicated this would be <br /> corrected. <br /> Council Member Kerr asked if the City would have a housing advisory and <br /> appeals board related to substandard buildings. Blaine Brassfield said <br /> the City already has an existing Board that could serve in this <br /> capacity. <br /> Council Member Kerr said the Code says notification would be effective <br /> upon the date that a certified letter is mailed. Mr. Brassfield said <br /> the City typically goes by the date of receipt of the letter. <br /> Council Member Kerr said copies of the Code should be available at the <br /> Library as well as at the City Clerk's Office. <br /> Bob Lundstrom, Assistant Fire Marshall , said staff recommended adoption <br /> of the 1991 Fire Code and Fire Code Standards. He said they include <br /> the full text of the Uniform Fire Code, with State amendments and the <br /> Standards as a companion document. He said adoption of the entire Code <br /> meets the minimum State standards. He said this is the first time the <br /> State has come up with a California Fire Code, and there are very few <br /> State amendments in the 1991 Uniform Fire Code. He said most of the <br /> amendments have been instituted for clarity, and there are no major <br /> changes. He said the City did exempt several appendices because they <br /> already exist in the Municipal Code. <br /> In response to questions from the City Council , he said fire sprinkling <br /> is required in the mercantile industry only, not in residential <br /> properties, for the purpose of retrofit. He explained the requirements <br /> for fire sprinklers. <br />
