Minutes - San Leandro City Council Meeting - August 17, 1992 Page - 18 - <br /> PUBLIC HEARINGS (continued) <br /> There being no comments from the public, on motion of Council Member <br /> Faria, seconded by Council Member Polvorosa, and carried unanimously, <br /> the Public Hearing was closed. <br /> The following Resolution was then introduced: <br /> - Resolution No. 92-242, Resolution Amending Title 6, Chapter 4 of the <br /> San Leandro Administrative Code Relating to Fees and Charges for <br /> Services Provided by City Departments (Community Standards Fees) <br /> (establishes Community Standards Enforcement Fee Schedule and adds <br /> new enforcement fee schedule to the Administrative Code, which will <br /> allow the recovery of Community Standards enforcement costs) . <br /> (1051/2318) <br /> Introduced by Council Member Polvorosa, who moved its adoption, <br /> seconded by Council Member Perry, and carried by the following <br /> called vote: <br /> AYES: Council Members Faria, Kerr, Perry, Polvorosa; <br /> Mayor Karp ( 5 ) <br /> NOES: None ( 0 ) <br /> ABSENT: Council Members Corbett and Myers ( 2 ) <br /> D. Matter of Adoption of the 1991 Edition of the State of California's <br /> Mandated Building Codes. <br /> This being the time and place for the Public Hearing on the above <br /> matter, June Catalano, Development Services Director, said <br /> approximately every three years the International Conference of <br /> Building Officials revises the model codes. She said the State of <br /> California then takes those codes, amends them for California, and <br /> incorporates them into Title 24 of the State Code. She said cities are <br /> given six months to adopt the Codes. She said specific requirements <br /> must be met if the City wishes to modify the Codes related to local <br /> climatic, geographical , or topographical conditions. She said the <br /> majority of the amendments are related to administrative issues, and <br /> the City Council 's packet included model Construction Codes, Building <br /> Codes, Fire Codes, etc. She briefly discussed some of the recommended <br /> changes in the Building and Mechanical and Plumbing Codes. She said <br /> there were two basic changes being recommended in the Building Codes <br /> related to storage of hazardous materials and roofing materials. <br /> Blaine Brassfield, Building Regulations Superintendent, explained the <br /> composition of Class A, B, and C roofs. <br /> Council Member Faria said he felt residents in Bay-O-Vista should be <br /> informed as to the differences between these roof types. Bill <br /> McCammon, Deputy Fire Chief, said the Fire Department has brochures <br /> that can be distributed regarding different ratings and the appropriate <br /> ratings for different areas . <br />
