Matter of Annual Review of Performance and Quality of Service for Cable
Television Franchise (United Artists Cable TV) .
This being the time and place for the Public Hearing on the above
matter, Rick Evans, Assistant to the City Manager, said this is the
fifth annual review of performance and quality of service under the
City's Cable TV Franchise. He said United Artists Cable TV provides a
substantial amount of data for the report, which was available at the
meeting and has been available in the City Clerk's Office. He said
United Artists paid for the City's legal notice and advertised the
Hearing on Channel 3 and in the San Leandro Times. He said Mr. Lee
Peron of United Artists was available to respond to questions.
Council Member Perry said that, at the last Hearing, United Artists was
directed to place a notice of the Public Hearing in its bills and asked
why that had not been done. She said late charges on bills were also
of concern.
Lee Peron, new Area Manager for TCI Cable TV of Hayward (United
Artists) introduced Michele Pestana, Bruce Muller, and Kathy Wilson
from his office. He said, when he reviewed the Franchise Agreement, he
did not see a requirement for inclusion of the Hearing notice in the
bills ; and when it was brought to his attention, it was already too
late to include the notice in the bills, so an announcement was placed
in the San Leandro Times instead. He said, in the past year, United
Artists merged with ICI Cable. He said, due to the recent rebuild of
the system, San Leandro is now in a position to experience a variety of
modern technologies.
