Minutes - San Leandro City Council Meeting - September 8, 1992 ' Page - 20 - <br /> 8. PUBLIC HEARINGS <br /> A. Matter of Trip Reduction/Travel Demand Management Program. <br /> This being the time and place for the Public Hearing on the above <br /> matter, Roy Parker, Transportation Coordinator, said it was recommended <br /> that the City Council adopt the Trip Reduction Ordinance. He said <br /> Proposition 111 mandated the implementation of an Employer Based Trip <br /> Reduction/Travel Demand Program. He discussed the seven minimum <br /> requirements of the program and discussed the DFSI Committee's work in <br /> developing the ordinance. <br /> Council Member Kerr asked if the program was funded by Gas Tax funds. <br /> Mr. Parker said the program receives funds from AB 434, and the <br /> Congestion Management Agency is the overall Program Coordinator. He <br /> said AB 434 reduces the funds the City must contribute to the <br /> Congestion Management Authority. He said this was a coordinated effort <br /> among the Transportation Authority, the Metropolitan Transportation <br /> Commission, and the Congestion Management Authority. <br /> Council Member Corbett asked if the Chamber of Commerce was represented <br /> on the DFSI Committee. Mr. Parker said members include the Chamber, <br /> Manufacturer's Association, homeowners associations, and citizens. He <br /> said the 48 employers of 100 or more people have been kept fully <br /> advised of the program and proposed ordinance. <br /> The Hearing was then opened to the public. <br /> There being no comments from the public, on motion of Council Member <br /> Myers, seconded by Council Member Kerr, and carried unanimously, the <br /> Public Hearing was closed. <br /> The following Ordinance and Resolution were then introduced: <br /> - Ordinance No. 92-033, An Ordinance Adding Article 9 to Chapter I , <br /> Title VI of the San Leandro Municipal Code, Establishing a Trip <br /> Reduction Ordinance (provides for implementation of an employer- <br /> based commute alternatives information program) . (2465) <br /> Introduced by Council Member Perry, who moved that it be passed to <br /> print, seconded by Council Member Faria, and carried by the <br /> following called vote: <br /> AYES: Council Members Corbett, Faria, Kerr, Myers, Perry, <br /> Polvorosa; Mayor Karp ( 7 ) <br /> • NOES: None ( 0 ) <br /> ABSENT: None ( 0 ) <br />
