Council Member Polvorosa commended Joann Scilley for her letter to the <br /> San Leandro Times regarding graffiti . He said it shows the people who <br /> work for the City are concerned about the community. <br /> E. Council Member Perry noted there will be some vacancies on the San <br /> Leandro Partnership for Youth Safety Committee and said anyone <br /> interested in serving should let her know. <br /> F. Council Member Perry noted the ABAG Regional Planning Committee met <br /> with the California EPA regarding streamlining the permit process. She <br /> said they are thinking of establishing a task force on dredging, and <br /> she will keep the City Council advised. <br /> G. Council Member Perry noted she has been selected to serve on ABAG's <br /> Sub-Regional Planning Committee. <br /> H. Mike Oliver described the City Budget Bulletin that will be produced on <br /> a regular basis. He said the City is facing a major financial crisis, <br /> and he will be updating the City Council on the situation at every <br /> Council Meeting. He said it is important to communicate with the City <br /> Council and the community, and the Budget Bulletin is one way of doing <br /> so. <br /> I . Mayor Karp said a major attempt to create regional government has been <br /> made in the form of AB 797. He said this Bill would take planning <br /> authority away from local government. He said the Bill was passed in <br /> the Assembly and lost by only three votes in the Senate. He said he is <br /> sure the Bill will be back. He said he understands the need for <br /> regional changes when existing agencies result in duplication of <br /> effort. He said there are 27 or 28 transportation agencies, each with <br /> full staff, director, etc. , and it makes sense to combine MTC with Air <br /> Quality, for example. However, he said he does not agree with taking <br /> city authority away from the cities for local planning, and local <br /> residents should have control . He said another problem is the issue of <br /> sharing revenue. He said he is concerned that those cities which have <br /> been fiscally responsible will be forced to share revenue with those <br /> cities which have not, and he cautioned the audience to be aware that <br /> this Bill may resurface. <br />
