PUBLIC HEARINGS <br /> Mayor Karp noted the first hearing would be on the HUD Community Development <br /> Program Block Grants, then there would be a break to allow Dunsmuir Heights <br /> speakers to prepare. He requested that people fill out speaker cards for the <br /> Dunsmuir Heights hearing. <br /> A. Matter of HUD Community Development Block Grant Program (CDBG) Grantee <br /> Performance Report (GPR) for Fiscal Year 1991-92. <br /> This being the time and place for the Public Hearing on the above <br /> matter, Jacqui Diaz said HUD requires an annual Grantee Performance <br /> Report, with a detailed summary of expenditures and income for the <br /> program year, and an analysis of the expenditure of funds for approved <br /> blight-removal or lower-income activities and what was achieved by <br /> those expenditures. She provided a brief overview of the City's <br /> program and said it focused the funds in several areas: North Area <br /> street improvements, street trees, neighborhood enhancement, economic <br /> development assistance, completion of the East 14th Street monument, <br /> etc. She also described the Residential Rehabilitation Programs and <br /> said a total of 37 units was rehabilitated through the revolving-loan <br /> program. She said the program also funded community facilities and <br /> services such as Girls, Inc. , St. Peter's, San Leandro Shelter for <br /> Women and Children, housing and shelter programs, tenant-landlord <br /> assistance programs, Alta Mira historic building, and developmentally <br /> disabled housing. She said administrative costs are maintained at <br /> under 20% of the entire grant. <br /> The Hearing was then opened to the public. <br /> There being no comments from the public, on motion of Council Member <br /> Faria, seconded by Council Member Myers, and carried unanimously, the <br /> Public Hearing was closed. <br /> The following Resolution was then introduced: <br /> - Resolution No. 92-277, Resolution Accepting the Community <br /> Development Block Grant Program (CDBG) Grantee Performance Report <br /> (GPR) for Fiscal Year 1991-92 and Authorizing Submission Thereof by <br /> the City Manager (reports on the 1991-92 CDBG activities and <br /> provides for acceptance of the CDBG Annual Performance Report and <br /> submission to HUD) . (2096) <br /> Introduced by Council Member Perry, who moved its adoption, seconded <br /> by Council Member Corbett, and carried by the following called vote: <br /> AYES: Council Members Corbett, Faria, Kerr, Myers, Perry, <br /> Polvorosa; Mayor Karp ( 7 ) <br /> NOES: None ( 0 ) <br /> ABSENT: None ( 0 ) <br />
