PUBLIC HEARINGS Mayor Karp noted the first hearing would be on the HUD Community Development Program Block Grants, then there would be a break to allow Dunsmuir Heights speakers to prepare. He requested that people fill out speaker cards for the Dunsmuir Heights hearing. A. Matter of HUD Community Development Block Grant Program (CDBG) Grantee Performance Report (GPR) for Fiscal Year 1991-92. This being the time and place for the Public Hearing on the above matter, Jacqui Diaz said HUD requires an annual Grantee Performance Report, with a detailed summary of expenditures and income for the program year, and an analysis of the expenditure of funds for approved blight-removal or lower-income activities and what was achieved by those expenditures. She provided a brief overview of the City's program and said it focused the funds in several areas: North Area street improvements, street trees, neighborhood enhancement, economic development assistance, completion of the East 14th Street monument, etc. She also described the Residential Rehabilitation Programs and said a total of 37 units was rehabilitated through the revolving-loan program. She said the program also funded community facilities and services such as Girls, Inc. , St. Peter's, San Leandro Shelter for Women and Children, housing and shelter programs, tenant-landlord assistance programs, Alta Mira historic building, and developmentally disabled housing. She said administrative costs are maintained at under 20% of the entire grant. The Hearing was then opened to the public. There being no comments from the public, on motion of Council Member Faria, seconded by Council Member Myers, and carried unanimously, the Public Hearing was closed. The following Resolution was then introduced: - Resolution No. 92-277, Resolution Accepting the Community Development Block Grant Program (CDBG) Grantee Performance Report (GPR) for Fiscal Year 1991-92 and Authorizing Submission Thereof by the City Manager (reports on the 1991-92 CDBG activities and provides for acceptance of the CDBG Annual Performance Report and submission to HUD) .
