Minutes - San Leandro City Council Meeting - September 21, 1992 Page - 15 - <br /> PUBLIC HEARINGS (continued) <br /> Mayor Karp said the next hearing was for the purpose of receiving public comments <br /> regarding the proposed Dunsmuir Height Development in the City of Oakland. He <br /> said he would appreciate courtesy to those speaking and no applause or jeering. <br /> He said there would be a three-minute time limit for each speaker. <br /> B. Acceptance of Public Comments Regarding Proposed Dunsmuir Heights <br /> Development in the City of Oakland. <br /> Susan Goodman, President of the Broadmoor Neighborhood Association and <br /> Member of the Dunsmuir Alliance, said she asked to provide the City <br /> Council with a brief slide presentation to visually clarify some of the <br /> concerns and explore ways San Leandro can protect itself from negative <br /> impacts, such as traffic congestion, fiscal hardship, loss of regional <br /> resources, and loss of quality of life. She said the proposed project <br /> will cost San Leandro hundreds of thousands of dollars and requested <br /> that the City participate in lawsuits or take necessary steps to <br /> maintain the quality of life. She said costs will be ongoing and will <br /> include mutual aid for fire, street maintenance, and upkeep of <br /> recreation facilities. She said sales-tax revenue will not offset the <br /> burden. She said the City Council has an opportunity to take action <br /> now for the future. She requested that four members of her group be <br /> permitted to waive their time to speak so that Ken Pimentel could make <br /> a longer presentation. Mayor Karp denied the request and said there <br /> had been prior complaints about the time set aside in previous hearings <br /> and complaints by her organization about that. <br /> Ken Pimentel , Representing Dunsmuir Ridge Alliance, 3034 Revere Avenue, <br /> Oakland, presented slides showing views of Dunsmuir Ridge from Lake <br /> Chabot Park and said it is an amazing resource which should never be <br /> developed. He described the location of the property related to the <br /> quarry, Chabot Park, and the surrounding area. He discussed how the <br /> developer would enter and exit the property. He said traffic would use <br /> San Leandro streets. He showed slides of the property today and how it <br /> would look if developed. He described crib walls, 4,000 feet in <br /> length, which would be built to hold the road up, and which would be <br /> visible all over San Leandro. He said the traffic at the Estudillo and <br /> MacArthur intersection could go to Level of Service F if the Peralta <br /> Oaks extension is denied by the City of Oakland. He said Oakland says <br /> the lane by the Foothill Square Shopping Center does not need to be <br /> widened. He discussed the Oakland fire in the Hiller Highlands and <br /> said this development would be very similar. He said there are <br /> alternatives, such as making parkland out of the site, utilizing <br /> Oakland Measure K Funds. He said the property should be left open <br /> space. He said the Oakland Planning Commission approved the PD for the <br /> project and removed several key conditions of development that were <br /> originally there to protect San Leandro. <br />
