Minutes - San Leandro City Council Meeting - September 21, 1992 Page - 23 - <br /> CITY COUNCIL COMMENTS (continued) <br /> • <br /> Council Member Perry said an ABAG subcommittee is already looking into <br /> the issue of CEQA guidelines, in conjunction with the California EPA <br /> streamlining process. <br /> D. Council Member Kerr spoke regarding the recent fire at Manor Baptist <br /> Church. He said the community and church people have gotten together <br /> and are coming back very strongly. He said most of the damage was <br /> covered by insurance, and they are already busy putting it back <br /> together. <br /> E. Council Member Kerr said Harry Scott, Director of Vector Control for <br /> Alameda County Health Care Services Agency, said a child was bitten on <br /> the finger by one of the squirrels. He said the squirrels are a real <br /> public health problem. <br /> F. Council Member Perry asked staff to look into dimming traffic lights <br /> from 9:00 p.m. to 4:00 or 5:00 a.m. as a means of saving energy and <br /> costs. <br /> G. Council Member Perry said the Telecommunications Task Force of the <br /> League of California Cities met last week. She said the South Coast <br /> Air Quality Board has sponsored three telecommuting and telework <br /> projects, and the Task Force has now gone to the Bay Area Air Quality <br /> Management group and suggested a telework facilities exchange between <br /> public agencies in Alameda and Contra Costa Counties as a pilot <br /> project. They also explored funding with the PUC to look at how to <br /> eliminate commute miles to work and for work. <br /> H. Council Member Faria requested information from the School District on <br /> how they do their student enrollment for students outside San Leandro. <br /> He has been told that a lot of students who were removed from school <br /> last year have returned, and the School District has changed its <br /> criteria for outside enrollment. <br /> I. Mayor Karp discussed the situation in East Timor, an island that was <br /> occupied by Portugal from the 15th century until 1975 when it was <br /> invaded by Indonesia. He said it had a population of about 600,000 <br /> people, but 200,000 have been killed by machine gun by the Indonesian <br /> army. He said Indonesia buys armaments from the United States and uses <br /> them to kill these people. He said he is very bothered by the human- <br /> rights violations occurring, and he initiated a bill to stop all aid to <br /> Indonesia. He said the House voted almost 100% in favor of the bill , <br /> and tomorrow it goes to the Senate. He said he has talked to the <br /> Indonesian Consulate which denies it, but he has seen a video and has <br /> proof of atrocities. He hopes the government will cut off all aid for <br /> all armaments to Indonesia. <br /> • <br />
