Miriam Walsh, 18313 Pepper Street, Castro Valley, said he and his wife volunteer at the Fairmont Animal Shelter, and he asked if the City is prepared to take action to make the no-feeding signs effective. He said someone is needed to issue citations for feeding the animals or the signs will not be effective. J. Lee Ness, 2321 Belvedere Avenue, said he is a 27-year resident of San Leandro and a pet owner. He said he feels the City did not have any other choice. He said they had a big problem and they had to do something. He said there was no way the Marina area could support 2,500 to 5,000 squirrels. 6. CONSENT CALENDAR A. The minutes of the meeting of September 21, 1992 were approved as submitted. B. Resolution No. 92-278, Resolution Approving Amendment to Joint Exercise of Powers Agreement for Waste Management (amends the original Joint Powers Agreement and clarifies the powers of local agencies) . Resolution No. 92-279, Resolution of Final Acceptance and Release of Maintenance Bond for Washington Manor and Cherry Grove Park Tennis Courts Repair and Resurfacing, Project No. 91-8622 (provides for final acceptance of work from Sequoia Surfacing and Engineering and release of Maintenance Bond after completion of one-year guarantee period for project initially accepted by City Council on September 3, 1991) .
