Ordinance No. 92-034, An Ordinance Amending Section 4-6-400 of and Adding Sections 4-6-405, 4-6-410, and 4-6-605 to Title IV, Chapter 6 of the San Leandro Municipal Code, Relating to Alarm Systems (provides a mechanism to collect delinquent, false-alarm charges by placing liens on real property and deletes the first, false-alarm, certified-mail requirement) . Ordinance No. 92-035, An Ordinance Repealing and Reenacting Title III, Chapter 11 of the San Leandro Municipal Code Relating to Uniform Wastewater Discharge Regulations (amends and recodifies the San Leandro Municipal Code relating to Uniform Wastewater Discharge Regulations) . (1221) Introduced by Council Member Polvorosa, who moved that it be passed to print, seconded by Council Member Myers, and carried by the following called vote: AYES: Council Members Corbett, Faria, Myers, Perry, Polvorosa; Mayor Karp ( 6 ) NOES: None ( 0 ) ABSENT: Council Member Kerr ( 1 ) 7. NEW BUSINESS A. Resolution Approving Agreement Between the County of Alameda, City of Hayward, City of Fremont and City of San Leandro for the Berkeley- Oakland Support Services (BOSS) Transitional Housing Project (provides loan to BOSS for housing for the mentally disabled) . Council Member Corbett asked questions regarding the restrictions related to encumbrances. John Klein said the Agreement is with other cities and with Alameda County to loan money to BOSS, and Alameda County will be the lead agency. In response to questions from the Council , he said the City has used CDBG Funds to buy property previously, in the case of the Horizon Agreement.
