NEW BUSINESS <br /> A. Resolution Approving Agreement Between the County of Alameda, City of <br /> Hayward, City of Fremont and City of San Leandro for the Berkeley- <br /> Oakland Support Services (BOSS) Transitional Housing Project (provides <br /> loan to BOSS for housing for the mentally disabled) . <br /> Council Member Corbett asked questions regarding the restrictions <br /> related to encumbrances. <br /> John Klein said the Agreement is with other cities and with Alameda <br /> County to loan money to BOSS, and Alameda County will be the lead <br /> agency. In response to questions from the Council , he said the City <br /> has used CDBG Funds to buy property previously, in the case of the <br /> Horizon Agreement. <br />
