Minutes - San Leandro City Council Meeting - October 5, 1992 Page - 9 - <br /> PUBLIC HEARINGS (continued) <br /> development activities funded by the Block Grant. He said this would <br /> include expansion of the facade-improvement program to eligible <br /> portions of East 14th Street, a new economic development program for <br /> assistance for small businesses for job retention and job assistance, <br /> funding of a half-time position in the Community Standards section, and <br /> funding other administrative costs. <br /> In response to questions from the City Council , Mr. Klein said the <br /> $80,000 which would be provided for the BOSS program includes $5,000 <br /> for administrative fees and $75,000 for the program. <br /> Council Member Perry said the only handicapped improvements she saw in <br /> the CDBG program were the Marina Community Center and asked if CDBG <br /> funds could be used in the .future to make Americans with Disabilities <br /> Act improvements. Mr. Klein said, yes, those funds could be used on <br /> City structures 'and could be looked at for the next program year. <br /> In response to questions from the City Council , he said East 14th <br /> Street improvements include the entire length of East 14th Street. The <br /> City Council asked questions regarding the job-creation program and how <br /> it would be monitored. Mr. Klein said the program would require <br /> monthly or quarterly reports. <br /> The City Council asked for information on how the process will work and <br /> what security would be provided to the City. <br /> Council Member Corbett asked if CDBG funds had to be used in the year <br /> allocated or if they could be rolled over and if loan proceeds go back <br /> into the fund. Mr. Klein said CDBG funds may continue to be rolled <br /> over after received, and then all proceeds go back into the fund and <br /> are continued to be used. <br /> Council Member Corbett said she was concerned regarding the general <br /> nature of the criteria for small businesses, such as, " . . .the business <br /> must be viable. . . . " , and said she hoped this language would be <br /> tightened up. She also expressed concern regarding the openness of the <br /> interest rate. <br /> Council Member Faria said he was also concerned regarding the interest <br /> rate. He said he would like an accounting of the assets and <br /> liabilities of the fund, an accounting of cash flow, how much money is <br /> earned each year, carry over, pay backs, and grants, so that future <br /> projections could be made. <br /> Mayor Karp noted that the League of California Cities and the U. S. <br /> Conference of Mayors had lobbied for increased additional CDBG funds, <br /> and there had been a 17% increase. <br /> The Hearing was then opened to the public. <br />
