She asked what was the number of existing committees and if <br /> there was a maximum number of committees a person could be on. She <br /> said she was interested in the question of compensation. <br /> Roy Parker said it is proposed to do away with one existing committee <br /> and create two new committees and the only payment would be for <br /> attending those meetings, but not for any sub-committee meetings. He <br /> said he would anticipate that there would be a maximum of two meetings <br /> per month for which compensation would be paid. <br /> The following Resolution was then introduced: <br /> Resolution No. 92-291, Resolution Amending the Alameda County <br /> Congestion Management Agency Joint Powers Agreement (makes <br /> administrative changes to the Agreement related to definition of a <br /> quorum, compensation, and required vote) . Resolution Approving Community Development Block Grant (CDBG) Small <br /> Business Loan and Regulatory Agreement with Diogenes Investors for <br /> Bancroft Center, 600 Dutton Avenue (provides financial assistance to <br /> small businesses, as outlined in the City's "CDBG Economic Development <br /> - Small Business Assistance Program Guidelines") . <br /> Mike Oliver said the City has been involved very heavily for a number <br /> of years in the North Area in an attempt to stem the tide of <br /> disinvestment. He said it has been found it sometimes takes public <br /> intervention to turn a situation around. He said HUD would permit the <br /> City to institute a Business Loan Program on a limited basis. <br /> Steve Emslie, Planning Manager, said two weeks ago the City Council <br /> approved the Revised Community Development Block Grant Submission <br /> Statement, which included the concept of using CDBG Grant monies to <br /> fund low- and moderate-income jobs. He said the developers of the 600 <br /> Dutton Avenue commercial building have exhausted all conventional <br /> sources of financing available to complete the tenant improvements. He <br /> said the development includes a cafe, a hair salon, and a pasta <br /> establishment, none of which can be implemented because of lack of <br /> financing. He said these businesses will generate low- and moderate- <br /> income jobs, so they are eligible for a HUD loan. He said there is <br /> concern that, if the City does not participate in this specific <br /> project, given the current state of lending, the property could sit <br />
