Minutes - San Leandro City Council Meeting - October 19, 1992 Page - 7 - <br /> NEW BUSINESS (continued) <br /> assists in the HCDA Program and has been assuming additional program <br /> responsibilities for the North Area development. He said the upgrade is <br /> not proposed to occur at this time because of the budget situation but this <br /> is a technicality to implement the budget. He said the Water Pollution <br /> Control Plant changes are also part of the reorganization at the Treatment <br /> Plant and are a re-titling of positions to come into conformance with <br /> industry standards. <br /> Council Member Corbett said, if the Analyst position was not planned to be <br /> filled at this point, it should be put on hold. <br /> The following Resolution was then introduced, revised to eliminate <br /> reference to the position of Development Services Analyst: <br /> Resolution No. 92-290, Resolution Amending Section 1 . 11 of Appendix "A" of <br /> the Pay Plan (amends Section 1 . 11 , Public Works Services Department - Water <br /> Pollution Control Division, to retitle positions responsible for industrial <br /> waste inspection duties to "Environmental Compliance Coordinator" and <br /> "Environmental Compliance Inspector (Journey - Entry)") . (1177) <br /> Introduced by Council Member Corbett, who moved its adoption, seconded by <br /> Council Member Perry, and carried by the following called vote: <br /> AYES: Council Members Corbett, Faria, Kerr, Myers, Perry, <br /> Polvorosa ( 6 ) <br /> NOES: None ( 0 ) <br /> ABSENT: Mayor Karp ( 1 ) <br /> A. Resolution Amending the Alameda County Congestion Management Agency <br /> Joint Powers Agreement (makes administrative changes to the Agreement <br /> related to definition of a quorum, compensation, and required vote) . <br /> Council Member Perry asked what the existing policy was related to a <br /> quorum versus what was recommended. <br /> Vice Mayor Faria said he understands the group has trouble getting a <br /> quorum. <br /> Roy Parker, Transportation Administrator, said there are a total of 31 <br /> votes on the Agency and they are weighted votes. He said the <br /> amendments to the quorum requirements will now make it more difficult <br /> to get a quorum. He said at the current time there are 4 cities who <br /> have a total of 16 votes. He said the amendment to the Agreement will <br /> require that at least 9 people be present in order to constitute a <br /> quorum. <br />
