Council Member Perry reminded the audience of the Youth Gang Awareness <br /> meeting on Wednesday, November 18th, at 7:00 p.m. at the Community <br /> Library. <br /> E. Council Member Perry spoke regarding the letter by Assemblyman Klehs. <br /> She said the East Bay Division of the League of California Cities and <br /> the Contra Costa County Mayors are hosting a meeting with our <br /> legislators to look at all of our problems together. <br /> She also noted there will be a "Life After the State Budget Committee" <br /> meeting on December 12th, and a meeting with the Contra Costa County <br /> and Alameda County Mayors and Supervisors to discuss how we relate. <br /> F. Mayor Karp spoke regarding the Veteran's Day celebration. He said the <br /> seventh annual flag raising ceremony drew a great crowd. He noted that <br /> more than 5, 500 people attended the parade, which was one of the best <br /> yet. He said he looks forward to the City's hosting the parade again <br /> in five years. <br /> G. Mayor Karp said he is starting a nation-wide campaign to stop Federal <br /> mandates that are not funded. He said he has started a list of such <br /> mandates, and the public would be shocked to find out how many unfunded <br /> mandates have been passed on to states and cities. He said the costs <br /> run into the multi-billion-dollar range. He said a Resolution has been <br /> formulated and will go to the National League of Cities for <br /> endorsement. He cited examples of costly unfunded Federal mandates, <br /> such as the Americans with Disabilities Act, which was funded at the <br /> last minute by the 101st Congress and will cost $30 billion, and the <br /> Storm Water Runoff Act. He said Congress passes a bill with no idea of <br /> how much it will cost. He said, if they know they are going to have to <br /> pay for such bills, they will get information on the costs before they <br /> act. <br /> H. Mike Oliver, City Manager, said the first meeting of the Public <br /> Advisory Task Force on City Finances was held last Tuesday. He <br /> described the presentations given by Ted Gaebler and Ken Emanuels. He <br /> said tomorrow night the Task Force would meet again as a whole group, <br /> for presentations on the state of long-term City finances by John <br /> O'Sullivan from Municipal Resources; John Jermanis, City Finance <br /> Director; and himself, on specific impacts and actions taken. He said <br /> charges and ground rules for the Task Force will be presented, then the <br /> longer term aspects of each subcommittee will be discussed by John <br /> Jermanis, Mike Oliver, and Bill McCammon. He said the Task Force will <br /> then begin its subcommittee work and will come back and share <br /> information with the City Council in mid-December. <br />
