MINUTES <br /> SAN LEANDRO CITY COUNCIL MEETING <br /> DECEMBER 7, 1992 <br /> The City Council of the City of San Leandro met in regular session in the City <br /> Council Chamber of the City, Hall on the above date at 8:00 p.m. , Mayor Karp <br /> presiding. <br /> 1. CALL TO ORDER <br /> 2. PLEDGE OF ALLEGIANCE TO THE FLAG <br /> 3. ROLL CALL <br /> PRESENT: Council Members Corbett, Faria, Kerr, Myers, Perry, Polvorosa; <br /> Mayor Karp <br /> ABSENT: None <br /> 4. PRESENTATIONS <br /> A. Mayor Karp noted that, on December 7, 1941, Pearl Harbor was attacked. <br /> He said he had issued a proclamation today for Pearl Harbor Day. He <br /> asked for a moment of silence in remembrance of the many fine Americans <br /> who lost their lives in the service of their country in World War II . <br /> He said he hopes this kind of thing will never happen again. <br /> 5. PUBLIC COMMENTS Public Comments are limited to 3 minutes per person. <br /> A. Al Rosenga, 534 Parrott Street, commented on the matter of business <br /> licenses for single-family homes. He said any additional fees placed <br /> on landlords or homeowners will be passed on to renters, which <br /> decreases the availability of rental properties in San Leandro. He <br /> said he was speaking primarily on behalf of young people who find it <br /> difficult to pay for housing. He hoped the City Council would discuss <br /> this matter with homeowners, as well as members of larger complexes, to <br /> see how they handle this. He said one to four units is considered <br /> almost a private residence; four and above is a commercial enterprise. <br /> He said duplexes were designed for a second unit, even if the owner <br /> occupies the first unit. He said some people who can afford it have a <br /> single-family home to rent. <br /> Mayor Karp noted Mr. Vargas had requested that single-family rentals be <br /> charged like apartment houses, and the Apartment Owners Association <br /> requested business licensing for duplexes. <br />
