McIntyre, 1212 Georgetown Avenue,
San Leandro, November 30, 1992.
This being the time and place for the Public Hearing on the above
matter, Norm Weisbrod, Associate Planner, described access to the site
and the types of uses in the surrounding area. He said in July 1987,
Manor Baptist Church came before the Board of Zoning Adjustments with
a request to modify their Conditional Use Permit to add Junior and
Senior High School students to their existing Elementary School .
The modification was approved by the Board, appealed to the City
Council , and approved for one year, with a subsequent approval of an
additional three years, until 1992. He said the Church was now asking
for either a five-year extension or permanent status for the Junior and
Senior High Schools. He said the Board granted an extension to June
1997, which was appealed by Lou Filipovich.
Mr. Weisbrod said the approval granted in 1987 set a limit of 72
students in the Junior and Senior High School , 50 kindergarten, and 154
first through sixth grade students, for a total enrollment not to
exceed 276 students. He said current enrollment is 12 kindergarten, 38
elementary, and 12 Junior and Senior High School , for a total of 62
students. He said enrollment has dropped off.
He said Mr. Filipovich objected to the Use Permit and wanted an
extension of only two years rather than five years or permanent status.
He said Mr. Filipovich felt the neighborhood could accept the Church
but some felt the School should never have been approved. He said Mr.
Filipovich said there have been problems between the neighbors and the
School and, although he could accept an increase to 100 students, the
School should not be given permanent status.
