MINUTES <br /> SAN LEANDRO CITY COUNCIL MEETING <br /> DECEMBER 21, 1992 <br /> The City Council of the City of San Leandro met in regular session in the City <br /> Council Chamber of the City Hall on the above date at 8:00 p.m. , Mayor Karp <br /> presiding. <br /> 1. CALL TO ORDER <br /> 2. PLEDGE OF ALLEGIANCE TO THE FLAG <br /> 3. ROLL CALL <br /> PRESENT: Council Members Faria, Kerr, Myers, Perry, Polvorosa; <br /> Mayor Karp <br /> ABSENT: Council Member Corbett <br /> 4. PRESENTATIONS <br /> 5. PUBLIC COMMENTS Public Comments are limited to 3 minutes per person. <br /> A. Al Rosenga, 534 Parrott Street, spoke regarding the Ordinance amending <br /> the City's Business License Fees. He requested that the City Council <br /> hold off on adding a Business License Fee for rental .of single-family <br /> homes because: renting out a single-family home is not a business, the <br /> cost to administer the program might not justify the gain in revenue, <br /> and the fee makes housing less affordable in San Leandro because <br /> property owners will pass the cost on to the renters. <br /> Council Member Polvorosa asked Mr. Rosenga how he felt a single-family <br /> • rental was different from owning a duplex and renting it out. Mr. <br /> Rosenga said duplexes were designed to rent out; they were not intended <br /> to be a business, but were for members of a family to live in. He said <br /> the small guy who is renting out an inherited home is not a business. <br /> He said most lending institutions consider more than four units to be <br /> a business. <br /> Mike Oliver, City Manager, said the City receives about $900,000 a year <br /> for Business Licenses. He said there are two part-time employees who <br /> conduct enforcement activities, and their cost over the last two years <br /> has been more than offset by increased revenue. He said the key <br /> element in this program is to use the County's computerized records for <br /> homeowner exemptions. He said the fee will be $41 per year for a <br /> single-family home. He said it is anticipated that the cost of <br /> enforcement will be offset by the compliance rate. <br />
