Council Member Faria said this rationale doesn't work because <br /> homeowners pass on the fee. <br /> Council Member Perry asked if there would be an exemption for family <br /> members and expressed concern that there be an exemption for rentals to <br /> elderly parents, for example. John Jermanis, Finance Director, said <br /> there will be an administrative process for providing such exemptions. <br /> He said the City is looking for a consistent approach for all <br /> properties that derive income. <br /> Council Member Perry asked if other cities have this. Mr. Jermanis <br /> said it varies from city to city and is not consistent. <br /> Council Member Kerr said, historically, three or more units is an <br /> apartment house. He asked how much money the City has gained through <br /> fees for duplexes and how much will be gained through single-family <br /> homes. Mr. Jermanis said, up until 1988, the City did not license <br /> apartments at all . In 1988, they began licensing from duplexes on up. <br /> He said single family was looked at then, and apartment and duplex <br /> owners felt it was not fair that single family was excluded. <br /> Mayor Karp said the matter of single-family rental business licenses <br /> was brought up by a citizen named Vargas. <br /> Mr. Jermanis said this was correct. He said it is anticipated this <br /> will bring in $6,000 to $7,000, and the City has adequate staff. <br /> Council Member Kerr asked if property owners would be notified by mail <br /> and if there would be a lien process if they did not respond. Mr. <br /> Jermanis said this was correct. <br /> B. Glenn Hilton, 687 Pershing Drive, said he sees the need for a study <br /> regarding possible consolidation of the City's Fire Department with the <br /> County, but hopes the City will be very cautious. He said he is <br /> against consolidation. He realizes there is a money crunch but feels <br /> we have the best Fire Department possible. He said the County is <br /> currently running an ambulance service and the fees have gone up <br /> tremendously and nothing can be done about it. He is concerned that <br /> the same thing will happen with a Consolidated Fire Department, and the <br /> City will eventually have to take it back. He said if the City is <br /> going to save so much on consolidating the Fire Department, why not do <br /> the same with the Police and Library and Public Works, and eventually <br /> the County will run the City. He. said a tremendous amount of thought <br /> should be given to consolidation before going into it. <br /> Council Member Kerr said he talked to someone who said the Eden Fire <br /> District is one of the best. <br />
