Minutes - San Leandro City Council Meeting - December 21, 1992 Page - 11 - <br /> NEW BUSINESS (continued) <br /> Council Member Perry asked if short-hour employees are included in <br /> full -time and part-time. Mr. Jermanis said the employer will be <br /> allowed to submit a recent DE3 that is a representative average. <br /> Council Member Kerr asked how business done by towing companies would <br /> be calculated. Mr. Jermanis explained that the fees would be based on <br /> the portion of business actually conducted in San Leandro. <br /> Council Member Perry asked if additional staff would be added to <br /> process the single-family rental licenses. Mr. Jermanis said no; he <br /> said he would report back in six months. Mr. Oliver noted the two <br /> part-time employees who conduct enforcement bring in over $25,000 per <br /> year. <br /> Council member Kerr said he hoped this Ordinance would go to the Task <br /> Force for their recommendation. He says he has no problem with the 3% <br /> increase but feels the single-family rental fee is a regressive tax on <br /> those who can least afford it. He said the per-unit fee is also <br /> regressive and will probably cause the loss of part-time jobs. He said <br /> the waste-disposal fee is extremely excessive. He said the recycling <br /> fee will discourage people from recycling. <br /> The following Resolution was then introduced: <br /> Resolution No. 92-326, Resolution of Findings of Exemption from <br /> California Environmental Quality Act (CEQA) Regarding City Council <br /> Adoption of Amendments to the Business License Ordinance (finds that <br /> amendments to Business License Ordinance are exempt from requirements <br /> of CEQA) . (1203) <br /> Introduced by Council Member Faria, who moved its adoption, seconded by <br /> Council Member Polvorosa, and carried by the following called vote: <br /> AYES: Council Members Faria, Kerr, Myers, Perry, Polvorosa; <br /> Mayor Karp ( 6 ) <br /> NOES: None ( 0 ) <br /> ABSENT: Council Member Corbett ( 1 ) <br />
