Lou Filipovich, 15376 Laverne Drive, said he was here to protest the <br /> three-minute time limit. He said it is impossible for him to comment <br /> on everything he has in three minutes. He commended the City Attorney <br /> for his work in the Sierra Club lawsuit. He said the Fire Department <br /> consolidation seems like a deal has already been done. He said the <br /> people should make the decision, not the City Council . He said the <br /> single-family rental business- license should go after people in the <br /> real estate business who own a number of homes and rent them. He said <br /> there are 400 to 500 empty homes for sale in San Leandro. He said the <br /> City. should find out who owns them; and, if it's real estate people, <br /> charge them but not individuals who have a low income. <br /> D. Jack Isola, General Manager of the Davis Street Transfer Station, said <br /> the Business License Fee for them will be based on their tonnage. He <br /> said any increases to their Business License Fee should be made in such <br /> a way that they can continue to compete. He said they feel they are <br /> being asked to bear an increase that is more than what other businesses <br /> are being increased. He said the increase will affect ratepayers from <br /> Hayward to Albany. He said he wanted to be sure the Rate Committee of <br /> Alameda County was notified. He said he wants to make sure the Davis <br /> Street Transfer Station continues to be a good partner in San Leandro <br /> and wants to be treated fairly. He said everyone should pay their fair <br /> share. He said these are concerns as opposed to general opposition. <br /> Council Member Kerr asked how much they pay now. Mr. Isola said they <br /> pay $3,000 a year, and this will increase their fee to $900,000 per <br /> year. <br /> Mr. Jermanis said they pay a Franchise Fee and a Business License Fee. <br /> He said this will be a new method of calculating their Business <br /> License, from a per-employee charge to a number-of-tons-processed <br /> charge. <br /> Mike Oliver said Paul Causey will be corresponding with the City <br /> regarding fees. <br /> Mr. Jermanis said this new category will apply to transfer stations, <br /> landfills and recycling operations, including Bay Cities, scrap-iron <br /> companies, and grocery-store recyclers. He said it will not apply to <br /> non-profit companies such as Goodwill . <br /> Council Member Faria asked, of the 900,000 tons, how much is generated <br /> outside San Leandro. Mr. Isola said 70,000 to 200,000. Council Member <br /> Faria said a lot of material from outside the City passes over City <br /> streets and does not pay for it. <br /> Mr. Oliver said the estimated impact on the average residential <br /> customer would be 14 cents per month, per single can. <br /> Mayor Karp said Oakland Scavenger is a good neighbor and they have been <br /> very fair with the City. <br />
