Matter of A-90-8; Rezoning from I-2 (General Industrial ) to <br /> R-1-PDC (Single-Family, Planned Development Combining) District; and PD- <br /> 90-5; General Development Plan; Planned Unit Development for 31 Single- <br /> Family Homes; Former Del Monte Agricultural Research Center; 850 Thornton <br /> Street; Assessor's Parcel Number 75-47-15; I-2 (General Industrial) <br /> District; Pacific Union Ventures. <br /> This being the time and place for the Public Hearing on the above matter, <br /> Kathleen Grady, Associate Planner, explained that the proposed project <br /> was for the rezone of the old Del Monte Agricultural Research facility <br /> on Thornton Avenue from General Industrial to Single-Family Planned <br /> Development Combining. She said the developer was proposing 31 single- <br /> family homes and the property now contains warehouses, greenhouses, and <br /> 1 single-family house. She said the streets in the development would <br /> be privately maintained and front-yard landscaping will be installed by <br /> the developer. She said the Traffic Engineering Division had reviewed <br /> traffic and said there would not be a significant impact. <br /> She said there were two primary issues. The first issue is rezoning from <br /> General Industrial to Single-Family Planned Development Combining. She <br /> said the surrounding property is a combination of industrial park and <br /> multiple residential . The second issue is noise from the industrial <br /> area, BART, and the railroads. She described a noise study by Salter <br /> Associates and discussed mitigation measures. She then showed slides <br /> of the existing site and the surrounding areas. <br /> She also discussed the matter of a Dawn Redwood tree which was located <br /> on the site. She said the Planning Commission felt removal of the tree <br /> was appropriate. She said the Planning Commission recommended adoption <br /> of the Negative Declaration, approval of the rezoning, and the General <br /> Development Plan and Conditions. <br /> Council Member Perry asked if the impact of noise on Alvarado Street when <br /> it is opened up was considered in the Salter report. It was indicated <br /> that this information had been included in the report. <br /> Council Member Santos said measures should be taken in the Precise <br /> Development Plan to ensure additional sound proofing, particularly in <br /> the two-story homes. <br /> Mayor Karp said he was concerned regarding the plastic-molding factory <br /> across the street and the particulate matter in the air. He said this <br /> matter was being referred to the EPA. <br /> Council Member Glaze asked if copies of the Plan had been sent to the <br /> School District for comment and asked if the impact on the children in <br /> the development upon the School District would be taken into account. <br /> He also asked for information regarding the Dawn Redwood tree. Ms. Grady <br /> indicated that in order to save the tree the roadway would have to be <br /> moved and two sites would be lost, so it became an economic decision. <br />
