Matter of A-90-7; Reclassification; Rezone from C-2 (Light Commercial ) <br /> District to R-5 (Multiple Residence) District; 178 Castro Street; <br /> Assessor's Parcel Number 77-550-17; Isabella and Roberto Arellano. <br /> This being the time and place for the Public Hearing on the above matter, <br /> Kathleen Grady, Associate Planner, said the subject property is a single- <br /> family residence which was severely damaged in the October earthquake. <br /> She said the Applicant, Mrs. Arellano, had applied for FEMA aid and <br /> subsequently became ill . She has now obtained funding to build a two- <br /> to three-unit rental on the site to support herself. She said the <br /> current C-2 zoning is inconsistent with the existing single-family use <br /> and showed slides showing the surrounding properties, which are primarily <br /> multi -family. She said that the Planning Commission recommends that the <br /> City Council adopt the Negative Declaration and approve the re-zoning. <br /> The Hearing was then opened to the public. <br /> There being no comments from the public, on motion of Council Member <br /> Santos,- seconded by Council Member Perry, and carried unanimously, the <br /> Public Hearing was closed. <br /> MINUTE ORDER NO. 91-8 (1099) <br /> A-90-7 <br /> APPROVING NEGATIVE DECLARATION AND REZONING OF <br /> 178 CASTRO STREET <br /> On motion by Council Member Faria who moved its approval , seconded by Council <br /> Member Perry and carried by the following called vote, the City Council approved <br /> the Negative Declaration and approved A-90-7. <br /> AYES: Council Members Corbett, Faria, Glaze, Perry, Polvorosa, Santos; ( 6 ) <br /> NOES: None ( 0 ) <br /> ABSENT: Mayor Karp ( 1 ) <br /> Vice Mayor Glaze noted that the following three items on the City Council 's <br /> Agenda would be opened up as one Public Hearing and there would be three <br /> separate votes on each of the Amendments to the Zoning Code. <br /> Martin Vitz, City Planner, said that the three Public Hearings are related <br /> to Amendments to the current Zoning Code. He said they have been reviewed <br /> by the Zoning Code Advisory Committee and recommended to the Planning <br /> Commission which held Hearings in December and which recommends City Council <br /> approval . He said all three are exempt from CEQA because it can be seen with <br /> certainty that there is no environmental impact as a result of the rezoning. <br /> He said if and when specific properties are developed under these zoning <br /> designations, environmental impact for them would be considered. <br />
