Minutes - San Leandro City Council Meeting - March 4, 1991 Page - 9 - <br /> CITY COUNCIL COMMENTS (continued) <br /> City Manager Dick Randall said he would talk to Tom Martinson and get <br /> more specific information from him. The City Council concurred that <br /> Council Member Faria should vote as he saw fit. <br /> E. Mr. Meyers, California Pavement Maintenance Company, spoke regarding the <br /> City's method of accepting work and making final payments on City <br /> projects. He said a financial burden is being placed on contractors <br /> because the City Council sometimes delays acceptance of work. He said <br /> his company is required, basically, to pay as they go. He said his <br /> project was completed in September but it took until March to get final <br /> approval and then it will take an additional 35 days for final payment. <br /> He said the length of time involved in his getting paid affects his <br /> bonding ability. He said there is a warranty provision in City contracts <br /> that requires that contractors come back in and make any necessary <br /> repairs. <br /> Mayor Karp said the City had experienced a number of years of bad slurry- <br /> seal jobs and work had been accepted which the Council did not feel <br /> should be accepted. He said Mr. Meyers and his group had greatly <br /> improved the process and suggested that he speak to staff and staff would <br /> provide recommendations to the City Council regarding method of payment. <br /> 9.
