Minutes - San Leandro City Council Meeting - March 4, 1991 Page - 8 - <br /> CITY COUNCIL COMMENTS (continued) <br /> Council Member Glaze said he felt the situation had improved drastically. <br /> He said he felt if you create situations at shopping centers where people <br /> have to pay for the carts or barriers have to be installed to keep them <br /> from removing the carts it looks unattractive. <br /> Caroline Rueda, Community Relations Representative, said she and Rick <br /> Evans, Assistant to the City Manager, had met with retailers and <br /> explained to the retailers that staff had been instructed to prepare an <br /> ordinance regulating shopping carts. Mr. Evans explained that the <br /> ordinance would establish an impoundment program and that a warehouse <br /> would need to be rented to store the impounded shopping carts. He <br /> discussed several alternatives, including more frequent pick up of <br /> abandoned carts, poles to keep shopping carts from being removed from <br /> shopping centers, the fifth-wheel idea on carts, and the possibility of <br /> coin-operated vending machines. He said the retailers are concerned <br /> regarding the cost of installing barriers or vending machines and are <br /> concerned regarding the inconvenience to their customers and how it would <br /> relate to the stores' competitiveness in the market. He said he felt <br /> the City should try the six-month public relations program and staff <br /> would report back after six months. <br /> B. Council Member Santos spoke regarding the Persian Gulf conflict. He said <br /> the female troops had handled themselves in an exemplary manner. He said <br /> no war is easy, there are tremendous after-affects and costs. He said <br /> a number of communities are having homecoming programs, and he would like <br /> San Leandro to have some sort of program as well . He said he wanted to <br /> make sure the people that are coming home are welcomed as they have <br /> provided a great service for all of us. <br /> Council Member Corbett agreed that some sort of program was in order. <br /> Council Member Perry said perhaps a program could be included in the <br /> Cherry Festival or the 4th of July celebrations. <br /> C. Council Member Perry noted that her Town Hall Meeting would be held on <br /> March 5, 1991 , at Jefferson School . <br /> D. Council Member Faria spoke at length regarding the Alameda County Waste <br /> Management Authority. He said they are still waiting for the County to <br /> appoint their members. He described law suits that had been filed <br /> related to the Authority and Measure D. He said the Authority is now <br /> preparing a Memorandum of Understanding but it will be difficult to get <br /> the necessary votes from the members of the Authority. He said it <br /> appears that, if the Authority does not accept the Measure D Recycling <br /> Board, the Board will become a separate entity, operated by the County. <br /> He said he was also concerned regarding requirements related to <br /> incineration and the effect this may have on San Leandro. He said San <br /> Leandro may want to be involved in a law suit on this matter. There was <br /> considerable discussion as to whether a special Work Session should be <br /> called or whether this matter should be discussed in a Closed Session. <br />
