Council Member Perry noted that she serves as the City's ABAG delegate <br /> and described a "Unity for Fiscal Reform" project currently under way. <br /> She said the program tries to deal with the mechanics of the State budget <br /> deficits. <br /> E. Council Member Perry welcomed the students in the audience from Arroyo <br /> High School and noted that last year Arroyo had two winners of an essay <br /> contest related to Women's History Month. <br /> F. Council Member Faria said that on March 20 a $6.00 surcharge would go <br /> into affect at the Transfer Station. He also noted that he had voted <br /> in the affirmative at the Alameda County Waste Management Authority Board <br /> Meeting. He said the County will soon have its list of Board <br /> Representatives. <br /> G. Mayor Karp commented on his recent trip to Washington, D.C. He said he <br /> had arrived early so that he could talk to a number of Senators regarding <br /> the possibility of base closures in Alameda County and that he had <br /> encouraged them to meet with President Bush to keep the bases open <br /> because of the detrimental effect on the Bay Area if Alameda County bases <br /> close. <br /> H. Mayor Karp spoke regarding cable TV and said that two months ago no <br /> action was taking place. He said there are now a number of bills under <br /> consideration and that over 700 public officials are involved. He said <br /> many members of Congress are seriously looking at re-regulation of the <br /> cable TV industry. <br /> I . Mayor Karp said he also met with representatives in Washington, D.C. , <br /> to discuss the MTC highway bill . He said two thirds of gas-tax money <br /> goes to rural areas and only one third to urban. He said this division <br /> of funds needs to be balanced out and that more money should be going <br /> for transit. He said it was suggested that a pot of money for transit <br /> companies that come up with exceptional ideas to make people want to take <br /> transit should be established. <br /> J. Mayor Karp noted that the California Conservatory Theater is selling <br /> seats and encouraged people to buy a seat in the Theater. He said a <br /> plaque commemorating the contribution would be attached to the seat and <br /> asked that people help in this effort. <br /> K. Mayor Karp referred to a recent article in the newspaper related to the <br /> City's SWAT Team and said he had suggested to the City Manager that the <br /> team be comprised of members who live no more than 15-20 minutes from <br /> San Leandro. <br />
