Minutes - San Leandro City Council Meeting - April 1, 1991 Page - 8 -
7. PUBLIC HEARINGS
A. Matter of Establishing an Underground Utility District, Washington Avenue
and Lewelling Boulevard.
This being the time and place for the Public Hearing on the above matter,
Bill Silva, City Engineer, described the boundaries of the proposed
Underground Utility District. He said the proposed District will
complete the removal of overhead utilities from the frontages of
Greenhouse Market Place and other retail and residential properties along
Washington Avenue from the Nimitz Freeway to the southerly City limits.
This would result in Washington Avenue utilities being undergrounded from
the Nimitz Freeway south to the southerly City limit and the Lewelling
Boulevard utilities being undergrounded from Washington Avenue east to
the Nimitz Freeway.
He said if formation of the District was approved tonight the design
would commence in May 1992, construction in August 1992, and the project
finished approximately April 1993. He said the City would need to
install steel street-light poles and those were being proposed as a
capital improvement project.
The City Council asked what affect the District would have on the two
existing mobile home parks.
Jerry Maughn, Senior Engineering Aide, said the overhead poles will be
left on site at those locations to lower the cost to the parks.
The Hearing was then opened to the public.
Nicolle Dean, 98 Dabner, asked if the District would extend to Mission
Bay Mobile Home Park and what the cost would be to renters.
Mr. Silva said the cost would be to the property owners, not directly
to the renters.
There being no further comments from the public, on motion of Council
Member Glaze, seconded by Council Member Santos, and carried unanimously,
the Public Hearing was closed.
The following Resolution was then introduced:
RESOLUTION NO. 91-48 (2673)
RESOLUTION REQUIRING THE REMOVAL OF POLES,
OVERHEAD WIRES AND ASSOCIATED OVERHEAD STRUCTURES FROM
PORTIONS OF WASHINGTON AVENUE, LEWELLING BOULEVARD
AND ABUTTING PROPERTIES, INCLUDING INTERSECTING STREETS
Introduced by Council Member Glaze who moved its adoption, seconded by Council
Member Polvorosa and carried by the following called vote:
AYES: Council Members Corbett, Faria, Glaze, Perry, Polvorosa, Santos;
Mayor Karp ( 7 )
NOES: None ( 0 )
ABSENT: None ( 0 )
