Minutes - San Leandro City Council Meeting - April 1, 1991 Page - 9 - <br /> 8. CITY COUNCIL COMMENTS <br /> A. Council Member Santos noted the letter from the League of California <br /> Cities regarding the Kopp Bill , SB 47, reducing the number of signatures <br /> required for a Charter Amendment. He said the League opposes the bill . <br /> Mayor Karp said he will be sending a letter to Senator Kopp, stating that <br /> the City Council opposes the Bill . <br /> B. Council Member Corbett said when she was running for City Council she <br /> campaigned to be ready to listen to constituents. She said, as a new <br /> member, she felt that tonight's meeting was one of the best meetings that <br /> she had participated in and thanked the audience for their participation <br /> and interest. <br /> C. Council Member Glaze noted that his Annual Washington Manor Town Hall <br /> Meeting would be held on Monday, April 29, 1991 , at the Washington Manor <br /> Elementary School and invited people to attend. <br /> D. Council Member Perry noted that she had attended meetings in Sacramento <br /> regarding the League of California Cities Transportation Committee, and <br /> said she would be giving the City Council information on the activities <br /> of the Transportation Committee and also about regional government <br /> issues. <br /> E. Council Member Perry said that at her Town Hall Meeting a suggestion <br /> had been made that owners of shopping carts be required to put phone <br /> numbers on the shopping carts so that they could be called when the <br /> carts needed to be retrieved. She asked that this matter be <br /> investigated. <br /> F. Council Member Faria spoke regarding a staff memorandum on prioritization <br /> of Underground Utility Districts. He asked that the prioritization be <br /> re-evaluated and recommendations made. <br /> G. Mayor Karp said he will be in Washington, D.C. , April 6, returning on <br /> April 11. He said the key item of interest on this trip will be the <br /> matter of military base closures. He said he thinks there may have been <br /> some success in removing Oak Knoll from the list of bases to be closed. <br /> He said the Re-Work Center is still a problem and he will be meeting with <br /> Senators, trying to convince them that the Re-Work Center should not be <br /> closed. <br /> H. Mayor Karp noted that a Welcome Home Party for the American troops will <br /> be held on Monday, April 8, 1991 , at Dick's Restaurant. The proceeds <br /> will go to the Desert Storm Military Family Support Fund. <br /> I . Mayor Karp noted that, thanks to the generosity of Whitey Harter, flags <br /> will be flown depicting each of the five branches of military service. <br /> He said there will also be a United Nations Flag in front of City Hall <br /> and a number of welcome-home flags. He also noted that welcome-home <br /> activities will be part of this year's Cherry Festival . <br />
