Matter of: <br /> (a) PD-88-11; Planned Unit Development (Precise Development Plan) and <br /> (b) Vesting Tentative Map, Tract 6379; a Request to Construct 249 <br /> Single-Family Dwelling Units on the 39.6-Acre Former Marina High <br /> School Site; Assessor's Parcel Numbers 80G-1320-1-19, 80G-1320-2- <br /> 2, 80G-1320-3-23; 15225 Wicks Boulevard; Homestead Land Development <br /> Company; R-2 (Two-Family Residence) District. <br /> This being the time and place for the Public Hearing on the above matter, <br /> Elmer Penaranda, Assistant Planner, said the General Development Plan <br /> for this project had already come before the City Council . <br /> Mr. Penaranda displayed slides showing the location of the property and <br /> its relationship to surrounding properties. He said the project consists <br /> of 39.6 acres and an additional 2.8 acres to be retained by the City for <br /> a Community Center. He said the Planning Commission had considered the <br /> proposal for the Precise Development Plan and the Vesting Tentative Tract <br /> Map for a 249-lot, single-family subdivision. <br /> He said the proposal included typical set backs, landscaping on the lots, <br /> and perimeter access to the subdivision. He described the streets with <br /> sidewalks, design of cul -de-sacs, including center planters, and the fact <br /> that no on-street parking would be permitted in the cul -de-sacs. He <br /> displayed exterior elevations and floor plans and said the homeowners <br /> association will be responsible for maintenance of the landscaping. He <br /> further described landscaping at the entry way and on Wicks Boulevard. <br /> He also displayed the plans for a sound wall and a meandering sidewalk <br /> and landscaping on Wicks Boulevard. <br /> He said the developer proposes a five-phase schedule. He said after a <br /> meeting held earlier today the schedule had been revised. He further <br /> described other details, such as, the name, Marina Vista, the concept <br /> of clustered mailboxes, and the location of cable TV easements. He said <br /> the General Development Plan was for 290 units and has been reduced to <br /> 249 units, which allows larger back yards and sidewalks on both sides <br /> of the street. <br /> He said the Vesting Tentative Tract Map adequately defines streets, <br /> easements, and utilities and that CC&R's will be required prior to Final <br /> Maps. He noted a memorandum from the City Engineer and the City Planner <br /> regarding the proposal for multiple Final Maps and said staff now <br /> recommended that the City Council accept five Final Maps for the various <br /> phases. <br /> The City Council asked questions regarding the amount of time allowed <br /> for filing the Final Map and the proposed, phased build-out of the <br /> project. Staff indicated that State law allowed two years to file the <br /> Final Map and the build-out was planned to take approximately five years. <br /> Staff described the buffer wall and landscaping that would be built <br /> adjacent to the Mission Bay Mobilehome Park and described recommendations <br /> for irrigation. <br />
