Minutes - San Leandro City Council Meeting - April 15, 1991 Page - 11 - <br /> PUBLIC HEARINGS (continued) <br /> The City Council asked if landscaping would be required in front yards <br /> only. Staff said that it would. The Council also asked questions <br /> regarding the sound levels at the wall adjacent to the railroad and how <br /> homes adjacent to the railroad would be protected from noise. Mr. <br /> Penaranda explained that there would be a sound wall and double-glazed <br /> windows. <br /> The City Council asked if all comments covered in the EIR had been <br /> mitigated. Staff said they had. <br /> The City Council asked for an explanation regarding the CC&R's and <br /> homeowners' association dues. The City Attorney indicated that <br /> homeowners' associations were regulated by the Department of Real Estate. <br /> The Hearing was then opened to the public. <br /> Bruce Brennan, representing Homestead Development, said the plan was for <br /> the soundwalls and landscaping to be installed in Phase 1 as quickly as <br /> possible. He noted the General Development Plan had backyards backing <br /> up to the mobile-home park, but the plan has been amended to provide a <br /> single-load street across from the mobile-home park. He said the General <br /> Development Plan has also been amended to include sidewalks on both sides <br /> of the street. He said five years to build is the developer's best guess <br /> based upon today's market. He spoke regarding the phasing for the <br /> various infrastructures, such as, sewers, storm drains, and traffic <br /> signals. He said the traffic signal would be installed in Phase 1 . <br /> Jim Ripley, Ripley and Associates, land planners for the project, further <br /> described the changes made from the General Development Plan. He said <br /> the developer was concerned regarding two issues: one, the meandering <br /> sidewalks, and two, the matter of the Planning Commission requiring the <br /> submittal of a plan for location of the single- and two-story homes. <br /> He said the existing sidewalk is adequate, and it would be a waste of <br /> money to tear the sidewalk out and replace it with a meandering sidewalk. <br /> He said it would cut the landscaped buffer area in half and give greater <br /> access for vandalism. <br /> Jerry Finch, Executive Vice President of Homestead Development, referred <br /> to the developer's original intention to build 450 units. He said the <br /> community did not like that plan and the developer has worked closely <br /> with the community and staff to develop a plan that would be acceptable. <br /> He noted that the two-story elevations for the homes are not straight <br /> up and down and would not create a tunnel -like effect. He noted the <br /> curves in the street would also help reduce any closed-in feeling. He <br /> said loss of density had an impact on the economics of the project and <br /> it was more economical for the developer to build two-story homes. He <br /> said the market place wants large lots and large homes and the single- <br /> story homes are not as economically feasible as two-story homes. <br />
