•
Minutes - San Leandro City Council Meeting - May 20, 1991 Page• -` 2' -
PUBLIC COMMENTS (continued)
D. Richmond Marshall , 15014 Wengate Street, said there has been a problem
finding out what our youth want and need in this City and that this
Commission can function to get that information. He said he supported
formation of the Commission.
E. Jason Severe, a Webelo, 1802 Tulane Avenue, asked why there is no longer
an after-school recreation program at Washington Manor Park.
F. Robert Leigh, 1388 Drake Avenue, said he felt a Youth Advisory
Commission would open up communication with youth. He said he hopes
Government classes can undertake activities related to the Commission.
He said volunteers might be interested in sharing the cost and the work
involved in the Commission.
G. Michael Banger, 2nd-year Webelo, 15340 Ruggles Street, also asked why
there was no longer an after-school recreation program at Washington
Manor. Dennis Smith, Recreation-Human Resources Director, said, as part
of the budget refocus program, the Manor after-school program had ended
early. He said it will be coming back in the fall but will start later
and end earlier than it has in the past.
H. Kathy Chang, 2085 Hillside Circle, said she was in favor of the Youth
Advisory Commission. She said the City Council needs to be aware of
the growing number of youth in the City and their growing
dissatisfaction. She said youth should be given the opportunity for
those of them who are responsible and take pride in their City to become
involved and have a voice like adults.
Council Member Santos asked Ms. Chang a number of questions regarding
the types of programs and activities that such a Commission could
address. He said he felt it was important for the Commission to reach
out to all youth. He questioned Ms. Chang as to how a Commission could
bridge the gap between what youth want and adults want. Ms. Chang said
she felt the Commission would help young people learn limits and
logistics and not to expect everything they want would be granted.
I. Janet Mohr, said she was pleased to see that the City Council is
considering a youth commission. She said it is important that we
address young people of the community and youth want to have some input
into their needs.
J. Tim McGallian, 13985 Tahiti Road, asked why Washington Manor Junior
League doesn't have anywhere to practice. He said the leagues with
older children take over the practice areas from the younger children.
Dennis Smith, Recreation-Human Resources Director, said the City is
trying to provide additional practice areas, such as Siempre Verde Park.
He said the existing practice sites are permitted by the School District
and he will contact them regarding the problem of older children taking
the practice sites over from younger children.
