Mr. Evans said he had contacted twelve cities in California
that have Commissions and discussed their basic purpose and charge.
He said the Commissions can be very broad in scope. He discussed the
responsibility of such Commissions, membership, terms of appointment,
frequency of meetings, etc. He said it was recommended that
appointments be made in August, with the first Commission meeting in
September. He said staff support for the Commission is anticipated to
require 12-15 hours of work per week and staff is recommending that a
part-time Youth Coordinator be hired to provide support. He also noted
the audience recommendation for volunteer assistance and said this
could be looked into.
Council Member Santos asked for a list of the twelve cities Mr. Evans
had contacted and asked if any of the suggestions of the Youth
Commissions in those cities had been ratified into policies or if the
Commissions had acted as sounding boards only.
Council Member Glaze spoke on behalf of the City and San Leandro Unified
School District Liaison Committee. He said Mr. Evans had summed up the
Committee's feelings; however, he said the Committee did not see the
need for additional staff to support the Commission. He said there is
untapped talent available through existing City employees who could be
utilized. He said this was a special project that needed special
nurturing.
