Minutes - San Leandro City Council Meeting - June 3, 1991 Page - 10 -
PUBLIC HEARINGS (continued)
(b) A-89-9; Pre-Zone; Planning Commission Recommendation for Approval
of Pre-Zoning of the 60-Acre San Leandro Rock Quarry Property to
R-1 PDC (Single-Family - Planned Development Combining) District;
Assessor's Parcel Numbers 79-100-001, 002; 13575 Lake Chabot Road;
Resolution of Intention No. 10-12a-89; Alameda County - "A"
(Agricultural ).
This being the time and place for the Public Hearing on the above
matter, June Catalano said the property is currently under the
jurisdiction of Alameda County. She said prezoning must be
approved in order for the property owner to go forward with the
request to the Local Agency Formation Commission (LAFCO) for
annexation of the property to San Leandro. She noted that the
property is designated as residential in the City's General Plan
and the property density is the lowest possible in San Leandro.
The City Council asked questions regarding the current zoning,
whether the property is within the City's sphere of influence, what
jurisdiction would provide services to the property, and other
questions related to annexation.
The Hearing was then opened to the public.
Paul Merrick, 3058 Revere Ave. , Oakland, CA, asked if a General
Plan amendment was made. Mrs. Catalano said this property was
included in the City's General Plan. Mr. Merrick said he felt the
prezoning was out of order at this time and that the City must
approve an amendment to the General Plan in order to consider this
matter. He said the prezoning was inconsistent with the General
Plan and asked the City Council to deny the prezoning. Martin
Vitz, City Planner, said the General Plan designates the property
as low density residential .
There being no further comments from the public, on motion of
Council Member Santos, seconded by Council Member Perry, and
carried unanimously, the Public Hearing was closed.
