Minutes - San Leandro City Council Meeting - June 3, 1991 Page - 10 - <br /> PUBLIC HEARINGS (continued) <br /> (b) A-89-9; Pre-Zone; Planning Commission Recommendation for Approval <br /> of Pre-Zoning of the 60-Acre San Leandro Rock Quarry Property to <br /> R-1 PDC (Single-Family - Planned Development Combining) District; <br /> Assessor's Parcel Numbers 79-100-001, 002; 13575 Lake Chabot Road; <br /> Resolution of Intention No. 10-12a-89; Alameda County - "A" <br /> (Agricultural ). <br /> This being the time and place for the Public Hearing on the above <br /> matter, June Catalano said the property is currently under the <br /> jurisdiction of Alameda County. She said prezoning must be <br /> approved in order for the property owner to go forward with the <br /> request to the Local Agency Formation Commission (LAFCO) for <br /> annexation of the property to San Leandro. She noted that the <br /> property is designated as residential in the City's General Plan <br /> and the property density is the lowest possible in San Leandro. <br /> The City Council asked questions regarding the current zoning, <br /> whether the property is within the City's sphere of influence, what <br /> jurisdiction would provide services to the property, and other <br /> questions related to annexation. <br /> The Hearing was then opened to the public. <br /> Paul Merrick, 3058 Revere Ave. , Oakland, CA, asked if a General <br /> Plan amendment was made. Mrs. Catalano said this property was <br /> included in the City's General Plan. Mr. Merrick said he felt the <br /> prezoning was out of order at this time and that the City must <br /> approve an amendment to the General Plan in order to consider this <br /> matter. He said the prezoning was inconsistent with the General <br /> Plan and asked the City Council to deny the prezoning. Martin <br /> Vitz, City Planner, said the General Plan designates the property <br /> as low density residential . <br /> There being no further comments from the public, on motion of <br /> Council Member Santos, seconded by Council Member Perry, and <br /> carried unanimously, the Public Hearing was closed. <br />
