Minutes - San Leandro City Council Meeting - June 3, 1991 Page - 15 - <br /> PUBLIC HEARINGS (continued) <br /> Mr. McKeehan of Signature Properties concluded by saying that the City's General <br /> Plan states that executive housing is a need in San Leandro. He said the EIR <br /> responds to concerns related to earthquakes. He said this project will produce <br /> revenue for the School District. <br /> There being no further comments from the public, on motion by <br /> Council Member Glaze, seconded by Council Member Polvorosa, and <br /> carried unanimously, the Public Hearing was closed. <br /> The City Council asked questions and made comments related to the <br /> construction methods to be used in the homes, particularly related <br /> to the foundations; ingress and egress to the site, particularly <br /> related to the emergency access road; ground control requirements; <br /> inspection of the project during construction and reports required <br /> to be submitted to staff; and tree planting and requirements for <br /> maintaining trees and landscaping after construction is complete. <br /> A motion was made by Council Member Santos, seconded by Council <br /> Member Polvorosa, to grant the appeal and approve the project, <br /> subject to two conditions: 1) a condition requiring screening along <br /> the northern edge of the site, and 2) a condition requiring the <br /> submittal of weekly reports to the City from the engineering <br /> geologist regarding the seismic aspects and related findings during <br /> construction. The motion resulted in a tie vote, with Mayor Karp <br /> and Council Members Santos and Polvorosa voting in favor of the <br /> motion, Council Members Corbett, Glaze and Perry voting against <br /> the motion, and Council Member Faria abstaining. <br /> Mike Riback explained that a tie vote was considered to be no <br /> action and if no action was taken in 30 days, the appeal would be <br /> considered to be denied. <br /> The City Council expressed concern with unanswered questions <br /> related to the appearance of the development, clustering of the <br /> units, density of the proposal , seismic aspects of the site, etc. <br /> Mayor Karp said this matter could be scheduled for additional <br /> presentations to the City Council for further information and <br /> discussion. <br />
