Minutes - San Leandro City Council Meeting - June 3, 1991 Page - 20 - <br /> PUBLIC HEARINGS (continued) <br /> D. Matter of Report of Superintendent of Streets of the Cost of Repair of <br /> Sidewalks, Curbs and Gutters for 1990 Posted Properties. <br /> This being the time and place for the Public Hearing on the above <br /> matter, Bill Silva, City Engineer, explained that this hearing is to <br /> hear protests for the cost of sidewalk repairs made by the City's <br /> contractor. <br /> The Hearing was opened to the public. <br /> Krystal Guan, 14755 Pepperdine St. , spoke through an interpreter, Nancy <br /> Fong. She said she didn't feel she should be required to pay her bill <br /> because the sidewalk was damaged before she bought her home and the <br /> previous property owner told her the tree which had caused the damage <br /> was a City tree and the City would pay for any repairs. She said the <br /> tree had also damaged her plumbing. Bill Silva explained that the tree <br /> was a private tree and was not maintained by the City. Mrs. Guan said <br /> she could not afford to pay the repair costs. Mr. Silva explained that <br /> a five year payment plan could be established and that staff would work <br /> with her. He also said staff would help her contact her realtor <br /> regarding this matter. <br /> Letitia Pena, 2495 Fiji Way, said she was told by the previous owner <br /> of her home and by her realtor that the damage to her sidewalk was <br /> caused by a street tree which had been removed and that the City would <br /> take care of the damage at no cost to her. She said she had received <br /> letters from the City addressed to the previous owner and she had <br /> forwarded them; she.did not realize they were regarding her sidewalk. <br /> Staff said they would also work with the Penas on a payment plan. <br /> James Briggs, 15312 Central Ave. , said the sidewalk damage at this <br /> property was caused by a City storm drain and sewer. Bill Silva said <br /> the storm water inlet in front of the property had been inspected and <br /> there was no evidence that it caused the sidewalk damage at the site. <br /> The City Clerk read a letter from Michael & Laurel Hildum, 1256 Victor <br /> Ave. , protesting the cost of repairs at their property. The Hildums <br /> said they had not been properly notified regarding the need to do work <br /> or offered the option of doing the work themselves. Bill Silva <br /> described the noticing process that had taken place. <br /> There being no further comments from the public, on motion by Council <br /> Member Santos, seconded by Council Member Glaze, and carried <br /> unanimously, the Public Hearing was closed. <br />
