Minutes - San Leandro City Council Meeting - June 10, 1991 Page - 5 - <br /> NEW BUSINESS (continued) <br /> The City Council asked what circumstances would cause vertical displacement <br /> on the Hayward Fault; discussed the need for additional Disaster Arks; <br /> expressed concern regarding the location of the roadways in relation to the <br /> fault lines; and questioned whether the fault lines crossed the roadways <br /> in the project. <br /> There being no further presentations or comments, Mrs. Catalano requested <br /> direction from the City Council . <br /> Council Member Corbett said she felt the City Council needed additional <br /> information related to specific site engineering and criteria. <br /> Mrs. Catalano explained that this criteria is normally developed later in <br /> the development process, as part of the subdivision map. She explained that <br /> in addition to meeting minimum requirements of Uniform Building Code, this <br /> project would be subject to engineered planning and several levels of <br /> review. She said the requirements of the UBC are just a minimum, but <br /> greater standards and controls would be applied to this site. <br /> The City Council asked questions related to peer-review of the design and <br /> the need for special inspections on the foundations of the houses. <br /> Council Members Perry and Santos said they did not like the idea of <br /> combining the General Development Plan with the Precise Development Plan <br /> on a project of this complexity. <br /> Steve Meyers, City Attorney, explained to the City Council some of the <br /> available options for action: <br /> 1 . The City Council could grant the appeal , and approve the General <br /> Development Plan (GDP) and Precise Development Plan (PDP) , subject to <br /> conditions. <br /> 2. The City Council could grant the appeal and approve only the GDP, <br /> subject to conditions, and give specific direction to the Planning <br /> Commission related to areas of concern. <br /> 3. The City Council could ask for further information or clarification from <br /> staff or City consultants. <br /> 4. The City Council could ask that the consultants provide the City with <br /> additional conditions of approved based on their testimony tonight. <br /> The City Council asked, if they approved the GDP, would it set the number <br /> of units? Mr. Meyers said yes; he said changes could be made in the PDP <br /> but only if they were not substantive changes. He said the PDP sets <br /> conditions related to landscaping, traffic circulations, etc. <br />
