Minutes - San Leandro City Council Meeting - June 10, 1991 Page - 6 - <br /> NEW BUSINESS (continued) <br /> A motion was made by Council Member Santos, seconded by Council Member <br /> Polvorosa, to grant the appeal of Signature Properties, approve the General <br /> Development Plan, and refer the Precise Development Plan to the Planning <br /> Commission for further hearing to consider all aspects of the project as <br /> discussed by the City Council , as listed below: <br /> 1 . The design and improvement of the westerly access road along the fault <br /> trace and possible relocation of that roadway off of the fault trace; <br /> 2. The number of disaster supply storage structures (arks) which are <br /> appropriate for this neighborhood; <br /> 3. The enforceability and adequacy of the landscaping conditions of <br /> approval both in terms of the authority of the Homeowners Association <br /> to enforce the CC&Rs and the ability of the City to enforce through <br /> criminal or civil process the conditions of approval ; <br /> 4. The necessity and scope of work for independent engineering inspection <br /> services during all phases of grading operations and soils work. <br /> Included within this is the requirement for independent engineering peer <br /> review of the grading plans; <br /> 5. Standards and requirements for structural engineering of each home; <br /> 6. Requirements for specific foundation type and structural requirements <br /> for veneers, chimneys, garages and similar appurtenances; <br /> 7. Whether the structural design requirements should exceed the Uniform <br /> Building Code Standards and if so by what degree. <br /> 8. The impact of the project on the view from Lake Chabot and other <br /> mitigation measures beyond the use of landscaping. <br /> The Motion failed, with Mayor Karp and Council Members Santos and Polvorosa <br /> voting Aye, Council Members Corbett, Glaze and Perry voting No, and Council <br /> Member Faria abstaining. - <br /> Steve Meyers said the City Council could grant the appeal and refer the <br /> General Development Plan and Precise Development Plan to the Planning <br /> Commission with direction to review and makes recommendations on the issues <br /> listed above. <br /> The following motion was made by Council Member Perry and seconded by <br /> Council Member Polvorosa, and was then amended to include an additional <br /> issue for referral to the Planning Commission related to additional <br /> variations in the housing design and elevations and additional review of <br /> street and open space planting and design. <br />
