Minutes - San Leandro City Council Meeting - June 10, 1991 Page - 7 - <br /> NEW BUSINESS (continued) <br /> MINUTE ORDER NO. 91-52 (1009) <br /> MATTER OF PD-89-10, APPEAL OF APPLICANT, SIGNATURE PROPERTIES <br /> PLANNED UNIT DEVELOPMENT (GENERAL DEVELOPMENT AND PRECISE <br /> DEVELOPMENT PLAN COMBINED) <br /> On motion by Council Member Perry who moved its approval , seconded by Council <br /> Member Polvorosa and carried by the following called vote, the City Council <br /> granted the appeal of Signature Properties, the applicant, and referred the <br /> General Development Plan/Precise Development Plan to the Planning Commission with <br /> specific direction to review and make recommendations on the following issues: <br /> 1 . The design and improvement of the westerly access road along the fault trace <br /> and possible relocation of that roadway off of the fault trace; <br /> 2. The number of disaster supply storage structures (arks) which are <br /> appropriate for this neighborhood; <br /> 3. The enforceability and adequacy of the landscaping conditions of approval <br /> both in terms of the authority of the Homeowners Association to enforce the <br /> CC&Rs and the ability of the City to enforce through criminal or civil <br /> process the conditions of approval ; <br /> 4. The necessity and scope of work for independent engineering inspection <br /> services during all phases of grading operations and soils work. Included <br /> within this is the requirement for independent engineering peer review of <br /> the grading plans; <br /> 5. Standards and requirements for structural engineering of each home; <br /> 6. Requirements for specific foundation type and structural requirements for <br /> veneers, chimneys, garages and similar appurtenances; <br /> 7. Whether the structural design requirements should exceed the Uniform <br /> Building Code Standards and if so by what degree; <br /> 8. The impact of the project on the view from Lake Chabot and other mitigation <br /> measures beyond the use of landscaping. <br /> 9. Additional variations in the housing design and elevations and additional <br /> review of street and open space planting and design. <br /> AYES: Council Members Corbett, Glaze, Perry, Polvorosa; Mayor Karp ( 5 ) <br /> NOES: Council Member Santos ( 1 ) <br /> ABSTAIN: Council Member Faria ( 1 ) <br />
